The position serves as a Program Specialist (Controlled Substance Coordinator) reporting to the Deputy Chief, Quality, Safety and Value (QSV) Service. The Controlled Substance Coordinator (CSC) provides direct management and coordination of the administrative activities of the Overton Brooks VA Medical Center Controlled Substance Inspection (CSI) Program.

Duties

Duties include: Provides guidance to clinical and administrative services regarding planning, implementation, monitoring, compliance and maintenance of the program. Develops policies and procedures as it relates to the controlled substance program. Reviews documented complaints recorded by patient advocates related to potential diversion and provides monthly report to facility director. Ensures all discrepancies are reviewed and resolved timely. Tracks and reviews any follow up actions as needed. Prepares and presents monthly and quarterly reports to Quality, Safety& Value (QSV) Board summarizing discrepancies, trends and potential areas of improvement including corrective action plans. Recruits, trains, coordinates and leads Controlled Substance (CS) inspectors. Participates in systematic reviews and analysis of program reports. Develops, implements, and monitors corrective actions as result of the systematic reviews. Develops policies and procedures that ensure compliance with regulatory guidelines and VHA directives and/or handbooks for the program. Develops collaborative relationships with facility leaders and communicates as authority of the Controlled Substance program. Designs, develops, implements and evaluates education to train all levels of staff and leaders on the Controlled Substance program including CS inspectors. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/18/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: To qualify at the GS-7 grade, you must have one year of specialized experience equivalent to the GS-6 level or higher. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Implements qualitative and quantitative techniques for collecting, analyzing, and interpreting a wide variety of data to measure and effectiveness, efficiently and productivity of administrative, clinical, and technical health care programs, and to report results of reviews in a concise, usable manner. Develop and apply new or modified work methods, organizational structures, records and files, management processes, etc., to maintain accurate and complete records that can be retrieved and interpreted easily by internal and external auditors such as the OIG, DEA and TJC. Research various administrative and clinical programs within the health care system to gather information, present recommendations and coordinate corrective action plans. A. Yes, I have at least one year of specialized experience, equivalent to the GS-06 or higher in the Federal Service. OR, EDUCATION: 1 full year of graduate level education or superior academic achievement. (Transcript required). OR, Combining Education and Experience: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used.) (Transcript required). Administers VA directives, regulations, policies, and procedures to communicate program requirements through written guidelines, policies, and procedures; and through oral communication with management, supervisors, nursing staff, pharmacy staff, police officers and inspectors as well as using knowledge to independently review compliance concerns, controlled substance discrepancies or other issues that are not addressed specifically in the guidelines. Recognition of the different functions and motivations of various employees and groups in health care delivery system, to communicate effectively with each other to gather information, present recommendations, and address issues and/or concerns. OR, EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related (transcripts required).
