This position is located in the Office of Safety Recommendations and Communications, Safety Advocacy Division. The incumbent of this position serves as an expert in transportation safety advocacy advising leadership on best practices for promoting, and campaigns and advocates safety initiatives.
Duties
As a Transportation Safety Specialist, GS-2121-13, you will perform the following major duties:
Serve as a subject matter expert in advocating for NTSB safety recommendations and provide technical guidance on NTSB's safety initiatives to state and local agencies and other internal and external stakeholders.
Serve as project lead on advocacy campaigns and events/activities, leading multimodal advocacy teams and developing complex project plans.
Advise and provide guidance to senior leadership regarding the agency's relationship with advocacy stakeholders.
Create a variety of informative, persuasive written, digital, and oral communication for both technical and general audiences to increase awareness of transportation safety issues, including fact sheets, briefing memos, blogs, social media and web content, video scripts, opinion pieces, testimony, and speeches.

Qualifications
To qualify for this position, you must meet one of the following Basic Requirements:
A. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.
or
B. Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.
In addition to meeting one of the above basic Requirements, You must also possess the following:
For the GS-13: You MUST have one year of specialized experience equivalent to at least the GS-12 grade level in the Federal service (experience may have been gained in the private sector). Specialized experience is defined as;
Experience building and implementing transportation safety advocacy campaigns while leading multimodal advocacy teams on complex projects.
Experience providing technical advice on transportation safety initiatives to state and local agencies.
Experience providing written and oral communications for targeted audience using a variation of tools.
Experience organizing and executing public engagement events and activities such as coalition meetings, conferences, roundtables, forums, townhalls and hearings.
The ideal candidate is an experienced mid-career professional with knowledge of state and federal transportation safety advocacy principles. Would have experience developing written and digital materials such as presentations, testimony, fact sheets, web content, and articles designed to persuade and motivate actions related to Safety Advocacy. Has demonstrated the ability to collaborate across offices. Fluency in Spanish is desirable but not required.
