This position is located in the Office of Minority and Women Inclusion (OMWI) and Workforce Diversity, under the Office of Diversity, Equity, Inclusion, and Accessibility (ODEIA), Office of the Deputy Secretary, at the Department of the Treasury. OMWI is responsible for all matters related to diversity in management, employment, and business activities Treasury Departmental Offices.
Duties
As a Management and Program Analyst (Diversity Talent Sourcing Analyst), you will:
Plan and conduct research; analyze data; and write, edit, and present reports, briefing papers or statements related to workforce diversity for use in reporting to support Treasury policy and program offices to ensure diversity, equity, inclusion, and accessibility (DEIA) is embedded in recruitment, hiring, performance management, retention, leadership development, and all other aspects of human capital management.
Create, implement, and analyze metrics and reporting systems to effectively benchmark organizational progress in diversity and communicate the full spectrum of inclusion. Develop and execute a yearly diversity recruitment plan adopting strategies that incorporate the foundational principles of the agency Diversity, Equity, Inclusion, and Accessibility (DEIA) Strategic Plan.
Effectively manage and partner with recognized employee organizations, and any diversity-related councils or employee diversity groups. Serve as consultant to advise these groups on the purpose, structure, content, and speakers for diversity employment activities.
Meet frequently with managers or work groups to inform and discuss results of analysis conducted, the criticality of such findings, and recommended course of actions to included how employee engagement and work-life balance tools are related to diversity and inclusion.
Identify, partner, and leverage relationships with key internal stakeholders to enhance diversity and inclusion outcomes, implement a standardized approach and leveraging digital platforms to engage with prospective candidates.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: For the GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is defined as experience performing management consulting work for programs to improve operations and results of those programs. Examples of such experience could include:
Experience managing a department's diversity recruitment outreach efforts to evaluate current and future diverse workforce to develop department-wide strategies; OR
Experience in consultative practices, such as project management, program planning, meeting facilitation, problem solving, project scoping, process improvement, data analysis tools and techniques, and other problem solving and related areas to generate and advise on new theories; OR
Experience independently, or as a group leader, exercising project management responsibility for complex engagements and studies related to analyzing and improving department-wide programs and processes, including but not limited to, business processes, program policies, and/or systems processes considering long- and short-range organizational goals.
The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. TIME-IN-GRADE: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12 level for 52 weeks.
TIME AFTER COMPETITIVE APPOINTMENT: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
