The primary purpose of this position is to serve as a program analyst responsible for data and program analysis related to supply chain forecasting, demand planning, supply planning, and supply execution. Support efforts to assess and alleviate supply chain constraints, as well as support strategies that better enable life cycle support and organizational throughput.
Duties
Responsible for monitoring, tracking, and analyzing Demand Forecast Accuracy (DFA). Computes forecast accuracy, bias, value added, and demand generation metrics. Performs root-cause analysis, identifies systemic issues, and implements mitigating solutions across the Wing.
Completes a wide variety of complex assignments, logistics analysis, and research projects. Identifies the need for special projects and initiates milestones and goals. Evaluates reports by analyzing facts, performing research, and preparing detailed responses. Researches, recommends, and determines appropriate actions on issues that impact organization(s), installation, command, or agency. Problem solves, serves as action officer and program manager, and ensures deadlines and completion time frames are met.
Prepares briefings and papers to present at workshops, meetings and working groups.
Serves as forecasting liaison with a variety of stakeholders.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes responsible for data and program analysis related to supply chain forecasting, demand planning, supply planning, and supply execution NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-?grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of the mission, roles, functions, organizational structure, and operation of the DoD and Air Force.
2. Ability to independently analyze historical data, reported usage, trends, failure data, past and future program data from supply chain systems.
3. Ability to organize new ideas, project, studies, and methodologies.
4. Knowledge of the application of a wide range of qualitative and/or quantitative methods.
5. Ability to integrate data analysis techniques and procedures across multiple organizations and refine into a single model.
6. Knowledge of agency program goals and objectives and the sequence and timing of key program events and milestones.
7. Ability to use Microsoft Access and Excel to analyze large data sets.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
