This position is located in the Primary Care Service of the Eastern Colorado Health Care System. Incumbent independently plans and carries out work assignments necessary for the proper functioning and management of the organization. The incumbent performs a wide variety of program support duties of considerable difficulty under general supervision and uses knowledge of the missions, functions, and organization to perform day-to-day administrative and clerical requirements.
Duties
Duties include, but may not be limited to the following:
Performs a variety of administrative support duties in areas such as budgeting, purchasing, records and files management, property accountability, travel, and timekeeping.
Position serves as the authority to provide guidance and assists organization personnel on all of the above, as well as related administrative functions.
Exercises a thorough knowledge of the regulations, procedures, and processes governing administrative
management functions and the organizational structure and functions.
Serves as a government purchase card holder and reconciles purchase card charges within the established time limits.
Provides approving official with all pertinent purchase card documents for approval by the same.
Maintains an efficient record management system that complies with all VA regulations.
Performs quarterly audits of records maintained throughout the organization for
compliance with established regulations and procedures, notes deficiencies, inadequate or under-utilization of filing cabinets and storage-space, initiates action to correct deficiencies.
Screens calls and visitors to the Chief and Deputy Chief's office and forwards to the Chief/Deputy Chief
only those calls or visitors requiring their attention. Schedules appointments and makes commitments for
them to attend meetings, etc., without prior approval. Personally handles many requests for information and resolves or assists in resolving a variety of complaints made by patients and their families.
Receives, sorts, and delivers all incoming mail.
Coordinates additional and replacement equipment, reproduction, keys, etc.
Assists the Program Specialist with maintaining Equipment Inventory Lists, preparing report of surveys, etc. in accordance with VA policies and Logistics Service requirements.
Assists the ECHCS Primary Care leadership with organization of and participation in local and national meetings.
Designs and creates slides and other materials for presentation. Reviews correspondences and documents requiring signature from the ECHCS Primary Care leadership for conformance with regulations, grammar, and format.
Arranges and attends meetings such as the PACT or section meetings as required.
Prepares VA travel and mileage reimbursement requests when necessary and within the established time frames and ensures that appropriate vouchers are promptly submitted upon return.
Performs other duties as assigned.

Qualifications
TYPING PROFICIENCY: This position requires the skills of a qualified typist. In addition to meeting the experience requirements, you must be able to type at least 40 words per minute. ~AND~

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Specialized experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: budgeting, purchasing, records and files management, property accountability, travel, and timekeeping.
