Duties
Serves as a CYS Services Supervisory Program Specialist with responsibility for supervising a minimum of 8 ratios of children 0 - 5 in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth Center IAW.
Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation.
Assists Director with requests for recruitments utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards as required. Ensures timely submission of personnel actions.
Prepares work schedules to meet ratio and group size requirements. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing. Ensures children/youth are appropriately supervised at all times.
Acts as Director in Director's absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings.
Requirements
- Must be at least 18 years of age at the time of appointment.

- Meet qualification/eligibility/physical/background requirements for this position.
- Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations in accordance with current Army and DoD policy including annual influenza vaccinations.
- A one year probationary period may be required (either initially or upon conversion, if applicable).
- Successful completion of annual training requirements within the prescribed time frame and demonstrated on the job competence is required.
- May be subject to irregular hours, evening and or weekends.
- Satisfactorily complete an employment verification (E-Verify) Check.
- Travel to on and off post locations required.
Qualifications
1. Successful completion of a 4-year college or university degree with a major course of study which directly relates to the appropriate CYS field consistent with:
For positions in Youth Facilities: The education must have been in youth development, youth administration, physical education, elementary education, secondary education, special education or other fields appropriate to the position to be filled such as related behavioral science.
2. In addition to the basic requirements stated above the following is required:
Experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
Ability to select, train, and supervise direct in-ratio staff.
Ability to develop and implement child and youth facility-based programs.
The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.
OR
1. A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above.
2. In addition to the basic requirements stated above the following is required:
12 months of directly related work experience as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
Ability to develop and implement CYS facility-based programs.
The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
Must possess comprehensive oral and communications skills and analytical writing skills, and the ability to present ideas and proposals to a variety of audiences.
Highly Preferred applicants will possess all the following:
Has supervisory experience overseeing operations of a School Age Care after-school program and a Teen after-school program.
Experience and Proficient in writing and implementing lesson plans for both SAC (K-5th) and Teen (6th-12).
Has experience and knowledge of 4-H and BGCA Curricula.
Experience facilitating partnerships with school districts.
Experience and knowledge of the after-school accreditation process.
