The Board of Veterans' Appeals (Board) is a part of the Department of Veterans Affairs (VA), located in Washington, D.C. The Board's mission is to conduct hearings and decide appeals properly before the Board in a timely manner. 38 United States Code (U.S.C.) 7101(a). The Board's jurisdiction extends to all questions in matters involving a decision by the Secretary under a law that affects a provision of benefits by the Secretary to Veterans, their dependents, or their survivors.
Duties
This position is organizationally located in the Department of Veterans Affairs (VA), Board of Veterans' Appeals (Board), Office of Appellate Support (OAS), Program Management and Logistics (PML), in Washington, D.C.
The primary purpose of the position is to provide support to PML programs such as space management, facilities management, property management by assisting with planning and coordinating efforts, and providing a wide variety of centralized management support services throughout the Board.
Duties of the position include, but are not limited to :
Prepares and revises floor plans, maintains space control records, drafts new or updated directives, and provides recommendations to senior Support Services Specialists and the PML Branch Chief on space availability and arrangement.
Logs, reviews, and drafts correspondence.
Drafts minutes for staff meetings and prepare other correspondence upon request.
May serves as the purchasing agent for office supplies.
Maintains a running list of basic, routine office supplies and makes on-line supply purchases as scheduled.
Stores and issues office supplies and equipment to all Board elements.
Performs basic property management duties such as equipment needs analysis, maintaining records, establishing repair and replacement parameters, conducting periodic inventories, and/or disposing of excess property.
Serves as a Personal Identification Verification (PIV) Sponsor for the organization.
Provides administrative support including tasks related to word processing, databases, spreadsheets, preparing reports, arranging travel, and maintaining the office calendar.
Performs a variety of administrative, logistical, and operational functions such as supply management, preparing requests for contracts and equipment, budgeting, filing, time and attendance, and other office-related functions.
Participates in special studies and analyses affecting local administrative operations.
Collaborate with Board staff and VA offices to receive, research, analyzes, and answer inquiries related to emergency management, facilities, supplies, PIV sponsorship and space management.
Reviews and proofread content of documents for completeness, correctness and consistency.
May serve as a building evacuation coordinator during emergency events.
Conducts walkthroughs of Board facilities to assess maintenance issues, conduct equipment and property audits, and assist personnel with workstation transitions.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00am - 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-5.
For a GS-9 position you must have served 52 weeks at the GS-7. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For the GS-7 position you must have 52 weeks of qualifying experience at the GS-5 as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization.
Examples of specialized experience would typically include, but are not limited to:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.
OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have one full academic year of creditable graduate-level education.
OR,
Combination: Applicants may qualify using a combination of specialized experience as stated in this announcement and graduate level education in an appropriate discipline that, when combined, equal 100% of the total requirement. Physical Requirements: The work is primarily of a sedentary nature. There are occasional periods of walking, standing, bending, and carrying of light items.
