This position is located in the Department of Homeland Security (DHS), Office of Situational Awareness.
The primary purpose of this position is comprehensive support services in the areas of property accountability control, contract, emergency planning and supply/logistic related activities.
Non-BU: This is a non-bargaining unit position.
Duties
As a Support Services Specialist, GS-0342-11/12/13, your typical work assignments may include the following:
Providing technical advice and guidance for logistics management program processes and development and analysis requirements;
Working with management and planning personnel in preparing requirements and criteria for facility and Laboratory projects or programs;
Aiding in the evaluation of contractor studies and provides technical assistance for the design, development, integration, evaluation, acquisition, and tracking of various systems, supplies, and special items needed for an assigned project;
Staying abreast of current and emerging logistics programs, processes, and technologies throughout the government; and
Evaluating and providing assessment of the contractor's performance in meeting operational requirements, contract requirements, and core processes.

Requirements

Qualifications
BASIC REQUIREMENT
This position has a basic requirement which must be met prior to meeting the specialized experience requirements. You must possess / demonstrate knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled; ability to plan, organize, and control work involving diverse activities; ability to gain cooperation and coordinate the work of others; and skill in oral and written communications. Examples of qualifying experience include:
Management analyst or technician or other work that included study, analysis, or evaluation leading to the development or improvement of managerial or administrative policies, practices, and procedures.
Administrative officer or assistant, budget administration, program analysis, or other work that demonstrated knowledge of an organization and its functions, and the ways in which support services can facilitate the work of the organization.
Office management experience that included responsibility for directing a variety of support services such as typing, mail processing, purchase of supplies and equipment, etc.
Secretarial work that required monitoring and coordinating administrative and processing work of subordinate elements through a system of internal procedures, controls, production, progress reporting, etc., to insure the efficient operation of an organization.
Military experience that included responsibility for directing a variety of support functions such as communications, property management, mail service, facilities and equipment maintenance, etc.

GS-11 Level: You may qualify at this grade level by meeting one (1) of the following below:
Specialized Experience
You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-9) or public or private sector equivalent. For this position, specialized experience is defined as:
Providing operational support on a wide variety of mission areas.
Supporting management and assist team members to plan, coordinate and prepare requirements and criteria for facility/logistic projects or programs.
Analyzing and assessing contractor effectiveness and participates in developing objectives, policies, plans, and procedures.

Substitution of Education for Experience
You may substitute education for experience at this grade level by possessing one of following:
Ph.D. or equivalent doctoral degree
3 full years of progressively higher-level graduate education leading to such a degree
LL.M., if related

Combination of Education and Experience
You may qualify at this grade level if you have a combination of education and experience (i.e. 6 months specialized experience and over 36 graduate level credits).
NOTE: Only graduate education in excess of the amount required for the next lower grade level may be used to qualify for the next grade level. You must submit a copy of your transcripts for review.
GS-12 Level:
Specialized Experience
You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-11) or public or private sector equivalent. For this position, specialized experience is defined as:
Providing comprehensive operational support on a wide variety of mission areas.
Providing comprehensive support services in property accountability control, contract, emergency planning and supply/logistics.
Communicating information in a brief, clear, and organized manner.

GS-13 Level:
Specialized Experience
You must have at least one year of specialized experience equivalent to the next lower grade level in federal service (GS-12) or public or private sector equivalent. For this position, specialized experience is defined as:
Providing operational expertise on a wide variety of mission areas.
Performing or direct survey and investigations to establish baseline data.
Performing required research and applies specialized models to solve problems.
Communicating information in a brief, clear, and organized manner.

Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
All qualifications and eligibility requirements must be met by the closing date of the announcement.
