This position is located in the Executive Secretariat, Office of Executive Technology (S/ES ET). The Executive Secretariat (S/ES), is responsible for coordination of the work of the Department internally, serving as the liaison between the Department’s bureaus. You will serve as a Supervisory Information Technology Specialist and act as the Division Chief of the Operations & Engineering Division to ensure the integrity and availability of IT networks, applications and systems.
Duties
Manages and directs the day-to-day operations, provides wide range of technical advisory services regarding system maintenance, optimization and support;
Oversees the technical support of systems, performs in depth analyses of network operations and IT Systems, formulates and directs implementation of plans to accomplish mission goals.
Plans work to be accomplished by subordinates, evaluates work performance, identifies development and training needs of employees, implements effective approaches for meeting program goals and objectives
Serve as the primary technical advisor on operational IT issues, regarding cybersecurity incident response; ensures the accuracy, relevance and presentation of information in products prepared for leads and non-technical audiences;
Collaborates with others on cyber security incidents, providing senior management with recommendations for remediating and course of action.

Qualifications
Applicants must meet all the required qualification requirements, including education, and any selective placement factors described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the four competencies AND specialized experience listed below:
Attention to Detail -Studies operations and revises operational programs to increase the efficiency and effectiveness of the operations and services provided.
Customer Service - Ensures that software applications are fully operational.
Oral Communication - Contributes expertise to and provides advice and recommendations to leadership.
Problem Solving - Troubleshoots, analyses problem determinations, casual isolations and priority technical direction-setting.
AND
Have at least 1 full year of specialized experience equivalent to the GS-13 level in the Federal service which provided you with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
- Experience managing the development of large complex web applications.
- Experience leading and managing a software development project.
- Experience providing expertise and recommendations on cyber security incidents and remediation.
NOTE: In order to qualify for this position, your experience MUST be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. There is no substitute of education for specialized experience for the GS-14 position.
