The Veterans Health Administration (VHA) has adopted the Center for Development and Civic Engagement/Voluntary Service Modernization Initiative which is a new model of organizing and consolidating essential voluntary functions and services to the Medical Center. This streamlined and focused approach moves VHA forward in its continuum of providing comprehensive, compassionate, and coordinated care to Veterans.
Duties
Responsible for planning and leading philanthropic activities and programs within widely dispersed locations across the healthcare system, VA Administrations and State Veterans Homes.
Assists in all aspects of the development, coordination, and management of the Center for Development and Civic Engagement (CDCE) Office and is responsible for independent management of specific programs or portions of larger programs. This includes, but is not limited to, planning, establishing and implementing policy, developing program goals and objectives, managing, evaluating, and coordinating (internal and external) resources of assigned areas.
Assists the Chief of CDCE/Voluntary Service Officer in developing short and long-range plans for the accomplishment of CDCE/Voluntary Service program goals and objectives; develops and implements programs and program changes to meet the facilities' or other VA-affiliated program's needs.
Assists the Chief of CDCE/Voluntary Service Officer in developing innovative/creative community outreach programs that provide volunteers and financial resources.
Develops and fosters a robust network with internal and external stakeholders to build resilient working coalitions in support of the VA mission.
Works to strengthen and maintain interpersonal relations with management, volunteers, community service organizations, and staff.
Motivates diverse groups of people, staff, volunteers, business and civic groups, services organization officials, etc. into working as a comprehensive and cooperative force that benefits patient care.
Mediates conflicting opinions and political sensitivities and interacts with people on all levels within and outside the facility.
Responsible for interviewing, scheduling, placement, and evaluation of volunteers. This includes consulting with clinical and administrative staff to develop appropriate volunteer assignments based on individual aptitude and interest, creating position descriptions for each position, ensuring essential duties are clearly stated, determining schedules, and conducting general orientation for new volunteers.
Responsible for conducting appropriate follow up activities to ensure both adequate supervision and assignment training are provided.
Serves as the first-line supervisor and coordinator for specific volunteer programs which typically include a variety of diverse assignments.
Resolves issues as they arise and consults with the Chief of DCE/Voluntary Service Officer if policies or procedures require review and/or revision.
Provides for a practical and effective volunteer service recognition program, regularly acknowledging the concerted efforts of volunteers, on both individual and group levels, as appropriate.
Coordinates data analysis from diverse sources to prepare reports and evaluations of CDCE/Voluntary Service programs and other initiatives.
Evaluates programs and activities and formulates recommendations for program improvements.
Plans and executes a variety of complex internal and external special events, including VISN-wide and national events where the local facility is a key host or sponsor, or responsible for securing major monetary or in-kind donations and volunteer support. Responsibilities include maintaining detailed records of each event and/or program and preparing After Action Reports. Coordination of events includes, but is not limited to, assisting with budget development, contracting, procurement, logistics, planning, personnel, public relations, engagement and development of public/private partnerships.
Collaborates with the CDCE/Voluntary Service team, Public Affairs, Medical Media, Veteran Experience Office, and other interdisciplinary teams to implement planned events and activities.
Responsible for implementing the strategic and operational plans developed by the Chief of CDCE/Voluntary Service Officer.
Consults with services across the health care system, agency representatives (including VHA, VBA, and NCA), and community officials to publicize, analyze, and recommend improvements for programs. Develops and maintains relationships with members of the local advisory committees, Veterans Service Organizations (VSO), and other local, corporate or non- profit entities within the catchment area.
Responsible for assuring favorable interpersonal relations with executive management, volunteers, VSOs, local businesses, community service organizations, staff, and all customers.
Performs other directly related duties as assigned.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/28/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization.
OR
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
