The Platform Infrastructure and Acquisition Division provides an array of engineering services, technical support, and acquisition program management for OMAO. The division is responsible for directing all major system acquisitions for NOAA ships, aircraft and associated facilities. Location is negotiable after selection in one of the following locations: Silver Spring, MD and Norfolk, VA.

Duties

The Platform Infrastructure and Acquisition Division (PIAD) Director is responsible for the oversight and management of aircraft, marine vessels, and facility acquisitions for OMAO and NOAA. Specifically, the incumbent is responsible for: 1. Serve as the key senior official in NOAA with responsibility for planning and executing all ship and aircraft acquisitions. The incumbent is accountable to the Under Secretary of Commerce for Oceans and Atmosphere and to NOAA OMAO senior management for the PIAD portfolio of acquisitions. Maintains currency with Office of Management and Budget, DOC, NOAA, and OMAO publications and rules related to major platform acquisition planning and management. 2. Directs the financial, programmatic, technical, contractual oversight, and performance metrics of fleet acquisition for OMAO. 3. Direct all PIAD management functions, organize the PIAD, and centrally control the distribution of all funds appropriated for or transferred to the PIAD. 4. Define and direct research, development, and engineering activities needed to support the mission of PIAD, and determine the potential impact upon system resources of accommodating new technologies. 5. Direct PIAD systems engineering activities, which provide system-level coordination of PIAD engineering, architecture, and integration activities, technical and cost feasibility analysis of user requirements, and documentation to support milestone decision activities. 6. Coordinate decisions on PIAD matters that affect DOC and other federal partners to ensure coordination, and resolution of all major decisions. Participate in interagency processes requiring the highest level of acquisition, technical and managerial competence. Ensure development and negotiation of interagency agreements and that conditions are compatible with PIAD goals and objectives. 7. Developing and administering OMAO's facility capital investment planning and analyses. Leading and directing programs in real property lease acquisition, facility construction, and repair, logistics and support services. 8. Determining the strategic planning for business process re-engineering/modernization initiatives; setting priorities for current and future initiatives; allocating resources; and, providing direct oversight of various complex and sensitive PIAD initiatives. 9. Providing policy level authoritative representation to congressional and intergovernmental meetings concerning OMAO interests in the areas of fleet acquisition and related facilities.

ECQ 4 -Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. ECQ 5-Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font. Professional/Technical Core Qualifications (PTQs): PTQ 1 - Expert knowledge and experience in large-scale, complex, state of the art ship and aircraft acquisitions, including their design, instrumentation, and operational support, while managing and negotiating the contributions of multiple organizations and stakeholders in the decision-making process. PTQ 2 - Possession or eligibility for Level III (Senior Level) Program/Project Management (P/PM) certification in accordance with the Defense Acquisition Workforce Improvement Act (DAWIA), or Federal Acquisition Certification for Program and Project Managers (FACP/PM). Applicants who currently possess or are eligible to possess Level II certification and can achieve Level III certification according to DAWIA, or FAC-P/PM standards within 24 months from the date of appointment to this position will also be considered. Indicate in your response to this Professional Technical Qualification your level and source (DAWIA or FAC P/PM) of certification and/or eligibility for certification. PTQ 3 -Demonstrated executive level experience with providing strategic and capital planning, policy and program analysis and program and project management for a geographically-dispersed organization. PTQ 4 - Demonstrated executive level experience in the ability to effectively use program management and analysis skills to identify risks and issues, and to provide innovative solutions to remedy challenges associated with a variety of administrative, management, and internal control matters in the areas of major acquisitions, facilities management and construction, and/or other related administrative programs.
