This position is located in FDA's Office of Regulatory Affairs (ORA), Office of the Associate Commissioner for Regulatory Affairs (OACRA), Immediate Office. OACRA advises and assists the Commissioner, Deputy Commissioner(s) and other key officials on regulations, field operations, and compliance-oriented matters that have an impact on strategic direction, policy development, and long-range program goals.

Duties

Directly supervises support staff within OACRA and plans, assigns, and reviews work assignments. Develops, recommends, and implements OACRA program initiatives that include science and regulatory reviews and/or compliance policies and procedures to ensure consistency and balance throughout FDA. Performs various writing, editing, and content development assignments, including preparing and reviewing high-level documents related to congressional inquiries, hearings, briefings, and inquiries. Prepares and presents findings that identify weaknesses, outlines conclusions, and makes recommendations. Serves as an expert consultant both within the agency and outside the FDA on issues related to OACRA program management and project oversight.

Qualifications

The position of Supervisory Program Manager falls within the 0340 occupational series. To qualify for this position at grade GS-15, you must meet Time-in-Grade requirements by 11:59 pm EST on 04/08/2024. Time-in-Grade: Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the GS-14 grade level or equivalent in the Federal service). Minimum Qualifications: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience.) Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-15: You must have 1 year of specialized experience equivalent to at least the GS-14 in the Federal service, which includes, but is not limited to: researching, investigating, and advising on new or improved business and management practices for application to agency programs or operations; analyzing new or proposed legislation or regulations to determine impact on program operations and management; developing program evaluation plans, procedures, and methodology; conducting studies of organizational efficiency and productivity and recommending changes or improvements in organization, staffing, work methods, and procedures; and performing various writing, editing, and content development assignments, including preparing and reviewing high-level documents related to congressional inquiries, hearings, and briefings. In accordance with Office of Personnel Management policy, federal employees are assumed to have gained experience by performing duties and responsibilities appropriate for their official series and grade level as described in their position description. Experience that would not normally be part of the employee's position is creditable, however, when documented by satisfactory evidence, such as a signed memorandum from the employee's supervisor or an SF-50 or SF-52 documenting an official detail or other official assignment. The documentation must indicate whether the duties were performed full time or, if part time, the percentage of times the other duties were performed. It is expected that this documentation is included in the employee's official personnel record.
