Organizational Location: This position is located in the Department of Homeland Security, Immigration and Customs Enforcement, Office of the Chief Financial Officer, in Washington, District of Columbia.
This is a non-bargaining unit position.
Duties
This position is located within the Department of Homeland Security (OHS), Immigration and Customs Enforcement (ICE), Office of the Chief Financial Officer (OCFO). The primary purpose of this position is to provide expert advice managing projects and initiatives designed to ensure the appropriate mix of Federal and contractor skills, expertise, and experience to achieve the ICE mission and the recruiting and staffing within the Office of the Chief Financial Officer, Balanced Workforce Strategy (BWS) Program Management Office (PMO) and Workforce Management (WFM).
Ensure that thorough workforce analyses are conducted, appropriate work sourcing decisions are made, and appropriate Federal workforce and procurement and acquisition strategies are identified;
Serve as the OCFO official managing contractor conversion activities with the Office of Human Capital (OHC) and the Office of Acquisitions (OAQ), and report progress on conversions to ICE and OHS stakeholders ensure all relevant parties are informed of projects and all input is considered in implementing an effective balanced workforce strategy;
Synchronize communications on BWS activities with appropriate stakeholders including human capital, procurement, budget, legal counsel, facilities, organized labor, private sector, Office of Management and Budget (0MB), Office of Personnel Management (OPM), and Congressional leadership;
Direct the review of workforce submissions for substance, conformance with regulations, completeness, and authorizations and responsible for issuing, maintaining, and controlling final staff planning and control documents; and
Convene and lead the Balanced Workforce Component Working Group (CWG) to review, evaluate, and approve sourcing recommendations made by Program Office Officials.

You qualify for the GS-15 grade level if you possess one (1) year of specialized experience at the GS-14 grade level or equivalent performing duties such as:
Directing and/or conducting analytical studies to evaluate and recommend ways to improve the organizational staffing structure of a program office for long-term effectiveness, efficiency and the achievement of optimum results in functional programs and operations;
Serving as a liaison point of contact between a servicing personnel office and management staff to coordinate recruiting and staffing needs;
Coordinating and monitoring management decisions on major segments of a department-wide hiring and staffing need with line managers;
Conducting research for policy development and special projects regarding operations and personnel for a unit, using a variety of sources to complete briefings, point papers, reports or administrative instructions;
Representing a workforce management unit at organizational and executive meetings and conferences.
