The primary purpose of this position is to serve as an Information Technology (IT) specialist specifically in the areas of Nuclear Command, Control and Communications (NC3) and cyberspace systems management. Provides administration, maintenance, Risk Management Framework (RMF) and configuration management functions for assigned NC3 and cyberspace systems.
Duties
1. Serves as an IT Specialist for Air Force Nuclear Command, Control, and Communications (NC3) and Cyberspace Systems management.
2. Conducts evaluation and analysis of NC3 equipment and cyberspace systems.
3. Serves as NC3 and cyberspace systems special projects and programs coordinator.
4. Establishes and maintains communications security.

- Incumbent may be required to perform Temporary Duty (TDY) to attend seminars, planning meetings, etc. in support of this position. TDY may require travel by military or commercial air.
- Extensive knowledge of Nuclear Command, Control and Communications (NC3) and cyberspace systems maintenance and sustainment and cybersecurity policy are highly desired.
- Must be able to obtain and maintain a TOP SECRET security clearance.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
- Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Must achieve the appropriate IA certification within six months of assignment of these duties.
- Failure to receive the proper IA certification may result in removal from this position.
- KEY: This position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively.
- This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve.
- This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Experience: Must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience at the next lower grade GS-09 (or equivalent in other pay systems) which includes knowledge of techniques, methods, and processes for integration and optimization of network components, infrastructure requirements, system software and systems development life cycles, and test and evaluation methods to operate NC3 and cyberspace systems and provide technical guidance to users; knowledge in full range of network systems design principles, methodologies and approaches used in developing, testing, operating, maintaining and managing network services that support NC3 and cyberspace systems functional requirements. Knowledge of network architecture, topology, and protocols to plan, design, develop, and integrate network systems and security plans and procedures consistent with existing or planned NC3 and cyberspace systems infrastructures.

EDUCATION: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge in full range of network systems design principles, wide range of qualitative and/or quantitative
methods for the assessment and improvement of unit level plans and programs, methodologies and approaches used in developing, testing, operating, maintaining and managing network services that support NC3 and cyberspace systems functional requirements.
2. Knowledge of NC3 and cyberspace systems operating and maintenance concepts, wide range of NC3 and
cyberspace systems communications theories, concepts, principles, and practices, procedures, policies, standards,
operational requirements; and of operational and performance characteristics of NC3 equipment, systems, services
and transmission media to evaluate devices, proposals and approaches, and methods to troubleshoot network problems and ability to analyze interrelationships of pertinent components of the network systems supporting NC3 and cyberspace systems.
3. Knowledge of network architecture, topology, protocols and communications security regarding NC3 and cyberspace systems operations.
4. Skill in troubleshooting, installing, repairing, and maintaining system connectivity of NC3 and cyberspace systems (fiber optic, copper cabling and/or SATCOM), and the interaction of subsystems which create malfunctions.
5. Skill in the set up and operation of computer controlled automated test equipment (ATE) and test stands, oscilloscopes (dual trace, storage, digitized), spectrum, network and distortion analyzers, frequency counters, and signal generators
6. Ability to communicate effectively both orally and in writing and ability to plan, organize, train users, and lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures and maintain good working relationships.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
