This vacancy is for a Management & Program Analyst (Public Notice Flyer) in the Economic Development Administration within the Department of Commerce.
Duties
This position is in the Economic Development Administration's Office of Regional Affairs (ORA), directly advising and supporting the Deputy Assistant Secretary for Regional Affairs (DAS/RA). The incumbent leads a team of 2-4 analysts to provide key operational support, direction and advice on policy and program issues that are often strategic and sensitive in nature.
As a Management & Program Analyst (Public Notice Flyer), you will:
Provide team leadership of 2-4 analysts to provide day to day support and counsel to the DAS/RA on strategies to enhance overall health and operations of the ORA team: identifying, distributing and balancing workload and tasks among employees in accordance with established work flow, skill level and/or occupational specialization; making adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks; and ensuring that each employee has an integral role in developing the final team product.
Advise on and support the DAS/RA strategic workforce engagement and administrative operations such as performance planning and recognition, employee engagement strategies, and team building.
Advise on and support the DAS/RA on strategic project oversight on new and evolving operational initiatives that impact ORA and/or the broader enterprise.
Plan, develop, and manage execution of communication strategies and materials to support the execution and amplification of EDA programs and the DAS' leadership and operating priorities internally and externally.
Maintain knowledge of ORA programs and related operating policies and regulations and all respective teams across the seven ORA offices to effectively coordinate and support operations to ensure execution in accordance with DAS/RA leadership objectives.

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

You will receive credit for all qualifying experience, including volunteer experience.
To qualify at the GS-14 level:
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-13 in the Federal service. Specialized experience is defined as experience:
Advising and supporting executive management on strategic workforce and personnel issues that enable organizational health and team building;
Planning and implementing enterprise level projects across a diverse set of business units to support modernization and change management;
Planning and implementing strategic communications that enables diverse audiences to understand complex policies, rules, and procedures to guide implementation;
Coordinating federal grant program operations across multiple offices or supporting business units.
