Incumbent develops, executes and reports on the planning, development, sustainment, execution and after-actions associated with sensitive mission and operational activities. This individual will be responsible for the task execution of a multi-disciplinary, multi- domain asymmetric mission element assigned to the ICO.

Duties

-Integrated Mission Manager responsible for the development, employment and deployment of the Integrated Mission Team (IMT) supporting all facets of coordination and mission preparation on analysis, logistics, security, communication, execution and reporting of tailored, asymmetrical operations and special technical applications. -Manages national-level, specialized ICO and AFOSI operational activities and special technical applications. Advises the ICO Director, leadership and senior staff, on the planning, coordination, execution, management, supervision and reporting on national security activities, plans/programs, asymmetrical operations and special technical applications pursued by the ICO. -Represents the AFRCO, ICO and AFOSI and other high-level DoD entities as a nationally-recognized subject matter expert on sensitive operations, infrastructure, and activities. Develops and supports ICO facilities including functional breakdowns and future construction requirements/plans and functions as directed by ICO leadership. -Establishes and maintains a current series of liaison contacts with DoD, national-level agencies and the Defense Industrial and Technical Base, as a Subject Matter Expert in the field of asymmetrical operations and special technical applications. Interaction with these contacts includes exchanging information and cooperating on matters of mutual interest. -Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Develops, modifies, and/or interprets performance standards. Explains performance expectations to employees and provides regular feedback on strengths and weaknesses.

  • Travel and relocation expenses WILL BE PAID in accordance with the JTR AND AFMAN 36-606.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: have at least one year of specialized experience equivalent to at least the GS-13 level in the Federal service, which has equipped me with the particular knowledge, skill and abilities to successfully perform the duties of the position. My experience includes Mastery of a nationally-recognized skill in applying a comprehensive knowledge of collections, operations, investigations, and analysis as well as a wide range of concepts governing the DoD counterintelligence mission and the relation of AFOSI's counterintelligence program to the DoD counterintelligence mission and national intelligence objectives. Must be extremely knowledgeable of the terminologies, methodologies, research, and analytical techniques applied to highly complex assignments in counterintelligence and collection and analysis and the ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. National-level knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world, as well as intelligence and threat entities, operations, and capabilities that may be directed against USAF, DoD and other U.S. resources and advisory services supporting U.S. special operations forces, intelligence community and technical activities. 2. Extensive knowledge of U.S. intelligence community policies, entities, missions, resources, operations capabilities, databases, and requirements to perform intelligence research planning, operations collections, target analysis, and other intelligence collection related activities and expert knowledge of the principles, concepts, and methodologies of intelligence analysis and research to include link analysis and database manipulation. 3. National-level expertise skill in producing finished intelligence reports and other products that are responsive to the specific needs of agencies at the highest Government level to include formulating and conducting original research: collating, organizing and analyzing information, resolving conflicts, and presenting clear and concise findings. 4. Comprehensive skill in handling classified data in accordance with established DoD procedures. 5. Nationally-recognized ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement, experience and recognized professional standings; and to present and argue for a position effectively. 6. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. CONDITIONS OF EMPLOYMENT CONT'D: Position is designated special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on a Tier 5R Investigation. A Statement of Understanding (SOU) identifying acknowledgment of the Security Accreditation and Certification must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a threat to the Air Force mission, national security, and public safety. It is required you (a) refrain from the use of illegal drugs and, (b) if requested, submit to urinalysis testing. This position may be subject to periodic polygraph examinations consistent with position requirements, and psychological examinations, if necessary, in the performance of the position. Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal. Travel by regularly scheduled commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty. Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities. These temporary duty assignments could range from short duration to 179 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice. It is imperative incumbent have an unlimited ability to perform such travel. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
