The primary purpose of this position is to the Project Officer develops, executes and reports on the planning, development, sustainment, logistics, execution and after-actions associated with sensitive operational activities. Duties

Serves as a Project Officer responsible for capability integration and to provide direct support to enable the analysis, logistics, security, coordination, communication, reporting, execution and reporting of tailored, asymmetrical operations and special technical applications. Executes and manages support elements to enable national level, specialized ICO and AFOSI operational activities, with supporting special technical applications. Advises the ICO Director, leadership and senior staff, on the planning, development, coordination, support, and reporting on national security activities, plans, programs, asymmetrical operations and special technical applications pursued by the ICO. Represents the AFRCO, ICO and AFOSI and other high level DoD entities as s subject matter expert on sensitive operations, infrastructure, and activities. Maintains a current series of liaison contact with DoD, national level agencies and the Defense Industrial and Technical Base, as a Subject Matter Expert in the field of asymmetrical operations and special technical applications. Supports and enables Integrated Mission Teams and multi-disciplinary staff members on operational and unit related matters. Supports Integrated Mission Team structure, risk management process and prioitizes team activities when operationalized.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designed special sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI) based on Tier 5R Investigation.
  • A Statement of Understanding (SOU) identifying acknowledge acknowledgement of the Security Accreditation and Certification must be signed.
  • This posn is subject to provisions of the DoD Priority Placement Program
  • Must be registered for Selective Service, see Legal and Regulatory Guide
  • This position has been designed by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • Illegal drug use by employees in sensitive positions presents threat to the Air force mission, national security, and public safety. it is required you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing.
  • This position may be subject to periodic polygraph examinations consistent with position requirements, and psychological examinations. if necessary, in the performance of the position.
  • Failure to comply with any of the special requirements, when required, will subject the incumbent of this position to reassignment or disciplinary adverse actions including demotion or removal.

  • Travel by regularly commercial or military conveyance in accordance with Joint Travel regulations may be required in performance of temporary duty.
  • Incumbent will occasionally be required on temporary duty throughout the world including to remote locations with limited facilities.
  • These temporary duty assignments could range from short duration to 179 days, and longer. While every effort will be made to schedule these assignments well in advance of the travel, travel may be required with extremely limited notice.
  • It is imperative incumbent have an unlimited ability to perform such travel.
  • Leave accrual may be authorized upon request. PCS expenses is authorized and will be paid IAW JTR and Air Force Regulations
  • Overtime may be required as workload demands and in some cases with no notice due to urgency of time sensitive matters. Periodic shift work may be required.
  • Incumbent must possess and maintain a valid state driver's license. While conducting required coordination with AFOSI field units and national level counterparts, incumbent will frequently be required to travel by vehicle.
  • Extensive subject matter experience supporting or conducting US special operations forces, intelligence community or technical activities is highly desired.

Qualifications

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Broad spectrum of nationally recognized skill in applying a comprehensive knowledge of collections, operations, investigations, and analysis as well as a wide range of concepts governing the DoD counterintelligence mission and the relation of AFOSI's counterintelligence program to the DoD counterintelligence mission and national intelligence objectives. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. National level knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world as well as intelligence and threat entities, operations and capabilities that may be directed against USAF, DoD and other US resources and advisory services supporting US special operations forces, intelligence community and technical activities. 2. Extensive knowledge of US intelligence community policies, entities, missions, resources, operations capabilities, databases, and requirements to perform intelligence research planning, operations collections. target analysis, and other intelligence collection related activities. 3. Mastery knowledge in the development and management of a comprehensive strategic roadmap for sensitive transportation support plans and activities. 4. National level expertise skill in the principle, concept, and methodologies of sensitive facilities and infrastructure plans and activities. 5. Comprehensive skill in handling classified data in accordance with established DoD policies and procedures. 6. National recognized ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement, experience and recognized professional standings; and to present and argue for a position effectively. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
