Duties

DUTY 1 - Project Management: Serves as a project manager to assess and identify key issues and recommend solutions to complex problems in support of Department of Defense requirements. DUTY 2 - Mission Analysis and Planning: Serves as a national-level expert on missing planning to meet operational requirements. DUTY 3 - Liaison and Collaboration: Applies expert knowledge of relevant customer organizations or operations including how to translate requirements to provide appropriate output or response to meet customer needs. DUTY 4 - Advisor and Administration: Serves as a senior expert and adviser to the Portfolio Manager and develops, implements, and integrates comprehensive plans, strategies, and projects for the internal and external integration and synchronization of projects' actions and activities.

  • All new DCIPS employees are required to complete a two-year DCIPS trial period.
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information A non-disclosure agreement must be signed.

  • This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing.
  • The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.
  • Incumbent must possess and maintain a valid state driver's license. While conducting required coordination with other DoD entities/ organizations and national-level counterparts incumbent will frequently be required to travel by vehicle.

  • Overtime may be required, as workload demands and, in some cases, with no-notice due to urgency of time sensitive matters. Periodic shift work may be required.
  • Extensive subject matter experience supporting or conducting US special operations forces, intelligence community or technical activities is highly desired.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Mastery of and nationally-recognized skill in applying a comprehensive knowledge of collections, operations, investigations, and analysis as well as a wide range of concepts governing the DoD counterintelligence mission and the relation national intelligence objectives. Must be extremely knowledgeable of the terminologies, methodologies, research, and analytical techniques applied to highly complex assignments in counterintelligence and collection and analysis and the ability to apply facts and estimates derived from numerous sources to a variety of problems having difficult technical aspects. Must have an understanding of the functions and operations of other intelligence organizations. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. In-depth knowledge of the interplay of geographical, political, military, economic, and industrial forces in various regions of the world, as well as intelligence and threat entities, operations, and capabilities that may be directed against USAF, DoD, and other U.S. resources and advisory services supporting U.S. special operations forces, the intelligence community, and technical activities. 2. Extensive knowledge of U.S. intelligence community, DoD special operations, federal law enforcement community, joint partners, DoD structure/organizations and missions/functions and conventional operations, and compartmented operations entities' missions, resources, operational capabilities, and requirements to perform requirement validation, planning, and operations. 3. Comprehensive skill in handling classified data in accordance with established DoD procedures. 4. Demonstrated ability to quickly assimilate disparate data and render knowledgeable and accurate assessments of the implications of such data; to make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgement, experience, and recognized professional standings; and to present and argue for a position. 5. Ability to plan, organize, and direct the functions and staff of a small-to-medium-sized organization. Ability to collaborate, build teams, innovate, and work in an unstructured or ambiguous environment well, operating only on guidance. 6. Skill in the oral and written delivery of information in the form of briefings, reports, conferences, and operational planning events PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
