Duties
Serving as a Program Analyst makes you a valuable member of the FLETC team and mission. This position is within the SASS Program Office (SPO) of the Training Management Operations (TMO) Directorate, and under the Office of the Associate Director for Training Operations (TOPS) within the Federal Law Enforcement Training Centers (FLETC) and located in Glynco, Georgia. This position serves as a Program Analyst responsible for performing program/project analysis, support for the component's geographically dispersed enterprise and serves as a principal advisor to management on program/project management activities. Requirements
- You must successfully pass a background investigation.
- This is a bargaining unit position.
- You may be required to work weekends and federal holidays.

- You will be required to complete an OGE 450, Confidential Financial Disclosure Report, within 30 days of starting your federal employment and annually thereafter as long as you occupy a position that requires financial disclosure reporting.
- Must possess and maintain a valid state issued driver's license to conduct official government business.
- You will be required to obtain and maintain all training for a Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Mid-Level (II) certification.
- You must possess and maintain Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; or have the requisite experience to obtain and maintain certification.
- This position requires you to have access, safeguard, and store classified national security information on a regular basis. You must be able to obtain and maintain a Secret security clearance.
- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

Selective Placement Factor: In order to be considered for this position you must possess a Federal Acquisition Certification - Contracting Officer Representative (FACCOR) Level II certification; OR have the requisite experience to obtain and maintain certification. Please provide a copy of your FACCOR Level II certification and include your contracting experience in your resume.
In addition to the selective placement factor for the GS-12 grade level:
You must possess at least one year of specialized experience equivalent to the GS-11 grade level employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies.
Time-in-Grade: Current and former GS federal employees must have served 52 weeks at the GS-11 grade level in the federal service. The time-in-grade requirement must be met by the closing date of this announcement.
In addition to the selective placement factor for the GS-13 grade level:
You must possess at least 1 year of specialized experience equivalent to at least the GS-12 grade level in the federal service employing advanced qualitative and quantitative techniques to analyze and measure the effectiveness, efficiency and productivity of organizational programs, and interpreting findings resulting from studies; leading studies and analyses to evaluate the effectiveness of policies and procedures related to the management and administration of financial and budgeting operations; developing and maintaining databases that support gathering data and analyzing budget; establishing study methods and techniques to be utilized in complex studies and audits; and developing study objectives related to program operations, and recommending and implementing operations solutions to senior management.
