You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST in the RANGE SYSTEMS ENGINEERING DEPARTMENT of NAVAL SURFACE WARFARE CTR CORONA DIV, located in VIRGINIA BEACH, VA.
NT04 salary: $63,676 - $109,011
NT05 salary: $83,854 - $153,178 (capped at $129,625)
Duties
You will serve as a Government SAP (Special Access Program) Security Officer (GSSO) and the Navy Continuous Training Environment (NCTE) subject matter expert.
You will administer and be accountable for all of the SAP security elements and material within the NCTE and ensure the operation of all SAP Facilities (SAPFs) for the Fleet Training Range Sites in accordance with the owning command.
You will ensure strict adherence to and be responsible for developing, implementing, enforcing SOPs and facility documents and provisions.
You will manage day-to-day security support for guidance compliance, intrusion detection system, access control system, document control,
COMSEC, and visitor control.
You will direct and oversee work as well as conduct training for all SSO personnel for SAPFs at NAS Oceana and Dam Neck.
You will constantly seek out better ways to optimize effort and minimize risk by ensuring that best practices are adhered to and process improvement is part of the security culture.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

- This position has been designated as a Security Professional Education Development (SPeD) position. SPeD certification (Special Program Security Certification (SPSC)) is required within two years
Qualifications
For the NT-05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS 11/12) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Administering or coordinating security programs to ensure Special Access Program (SAP) information is properly accounted for, controlled, transmitted, transported, packaged, and safeguarded.
For the NT-04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-03 (GS-09/10) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying security principles, concepts, or methodologies to ensure Special Access Program (SAP) information is properly accounted for, controlled, transmitted, transported, packaged, or safeguarded.

Education
(For the NT-04 only) In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successfully completed a Ph.D. or equivalent doctoral degree OR
three full years of progressively higher level graduate education leading to a Ph.D or equivalent degree OR
an LL.M. degree that is related to the position being filled
