This position is located in the Bureau of the Fiscal Service; Executive Director, Administrative Resource Center (ARC). As a Senior Program Specialist, you will provide oversight, management and direction of complex projects/initiatives relating to the mission and activities of the Bureau of the Fiscal Service (Fiscal Service).
Duties
As a Senior Program Specialist, you will:
Work with unusual independence and is delegated complete responsibility and authority for planning, designing, and carrying out objectives. Independently leads, conducts, and/or oversees complex, large-scale, high impact projects and initiatives that align to the Fiscal Service strategies, policies, and goals.
Establish appropriate integration with multiple related projects/initiatives to ensure the overall program is aligned to and directly supports the achievement of strategic objectives.
Maintain full project life cycle ownership, which includes developing goals, objectives, and timelines and the successful project delivery and full implementation from initiation to deployment for one major and/or several minor initiatives simultaneously.
Maintain authority to oversee, direct or lead the project on a day-to-day basis and is responsible for verifying that the project produces the required deliverables of quality, within the specified constraints of time and cost and to achieve the potential benefits defined in the business case.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-15 is defined as one year of experience at the GS-14 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position must include four of the six:
-Experience providing support to high-level officials with changing priorities; OR
-Experience managing customer relationships; OR
-Experience applying program management principles to include providing executive direction over day-to-day operations; OR
-Experience researching and interpreting directives or other authorities on governmental regulations; OR
-Experience prescribing standards, policies, and requirements; OR
-Experience leading teams or workgroups and managing projects involving financial operations, processes or systems.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
