This position is announced by the Federal Law Enforcement Training Centers on behalf of the Department of Homeland Security (DHS), Office of the Secretary, Under Secretary for Management, Office of the Chief Readiness Support Officer (CRSO). CRSO is responsible for unified headquarters consolidation strategy and policy for DHS and conducts strategic planning analysis, and development in support of the DHS strategic consolidation plan.
Duties
This position is located in the Department of Homeland Security (DHS), Office of the Chief Readiness Support Officer (OCRSO), Portfolio Transformation Office (PTO). The purpose of this position is to advance the goals and objectives set forth by the DHS Secretary toward building a more unified and operationally effective organization through increased departmental efficiencies and emerging workforce flexibilities. The PTO aligns Component functions across the enterprise and synchronizes their programs, including the consolidation and/or co-location of DHS facilities nationwide, sustainability and environmental programs, and resiliency efforts.

- Current and former federal employees within the General Schedule (GS) must meet the time-in-grade requirements outlined in the "Qualifications" section of this announcement.

The qualification requirements listed below must be met by the closing date of this announcement.
You must possess at least one year of specialized experience equivalent to the GS-12 grade level performing the following duties: 1) Applying qualitative and quantitative methods to assess complex management processes, systems, and mission support programs; 2) Conducting studies pertaining to internal controls, budget processes, and audit procedures to recommend business improvement processes; 3) Initiating short and long range planning efforts to resolve planning, evaluation, control, and/or resource allocation challenges; and 4) Providing authoritative findings, guidance, and recommendations on Department-wide programs.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps and AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, and social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
The Office of Personnel Management must authorize employment offers made to current or former political appointees.
