This position is located within the Safety Section of the Quality, Safety Value Office at VA Puget Sound Health Care System in Seattle, WA and Tacoma, WA. The incumbent works at both American Lake and Seattle Divisions according to workload/program requirements, and outlying facilities as needed.

Duties

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** This position involves a multi-grade career ladder. The major duties listed below represent the full performance level of GS-11. At the GS-09 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-11. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds. Duties may include, but are not limited to the following: Responsible for GEMS program planning and implementation to assure compliance with environmental laws and regulation. Completes permits and leads facility self-assessments, inspections, and other environmental investigations. Administers the GEMS program and is responsible for management of GEMS activities and internal reporting activities. Advises senior level management officials within the facility on the status of environmental programs and recommends changes in the design of facility work programs to meet new environmental requirements. Interacts with federal, state, and local environmental agencies with respect to facility environmental issues. Schedules and leads environmental audits to identify and evaluate program implementation and compliance activities. Trains other employees and lower grade environmental staff, providing instruction on a variety of subjects related to specific and specialized environmental topics. Adapts various available media to fit special and unique training requirements and participates in the development of novel or innovative environmental training and promotion activities. Participates in the facility GEMS (Green Environment Management System) committee. Performs other related duties as assigned. TO QUALIFY FOR THIS POSITION AT THE GS-09 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-7) in the Federal Service that has given me the particular knowledge, skills and abilities required to successfully perform the duties this position. Specialized experience consist performing internal reporting; advising management of changes to environmental regulations; interacting with other environmental agencies; and conducting audits. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have successful completion of a master's degree or two (2) full years of graduate level education leading to such a degree in a related field of study, or LL.B. or J.D., if related that demonstrates your ability to perform the duties of this position. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed progressively higher-level graduate education (beyond the first year) and specialized experience, as described above, which meet the total experience requirements for this grade level. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. -OR- EDUCATION: Have successful completion of a Ph.D or equivalent doctoral degree or three (3) full years of progressively higher level graduate education or LL.M. if related to this position. Education cannot be credited without documentation. -OR- COMBINATION: Have equivalent combinations of successfully completed progressively higher level graduate education (beyond the second year) and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: If you select this option, you must submit a copy of your transcript with your application. Education cannot be credited without documentation. You will be rated on the following Competencies as part of the assessment questionnaire for this position: ComplianceCustomer ServiceTechnical Competence IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
