The primary purpose of this position is to serve as the Chief of Staff and principal executive support manager for the Directorate of Human Capital, United States Space Command overseeing all administrative, fiscal, and security responsibilities. Integrates Equal Opportunity, Equal Employment Opportunity, Sexual Assault Prevention, and Organizational Resiliency efforts.
Duties
Identifies and analyzes key issues, develops strategies, and advises the J1 Director and Mission Director on the execution of administrative, fiscal, and security functions - to include physical security, OPSEC, COMSEC and security clearances - within the Human Capital Directorate (J1), ensuring Directorate compliance with Command suspenses and tasks from the Department of Defense (DoD), Joint Staff, Service Headquarters, and supported USSPACECOM organizations.
Exercises supervisory personnel management responsibilities for the Office of the Director of Human Capital (J-10).
Provides policy guidance and management advisory services to the Director and Mission Director concerning organizational resiliency, culture, Equal Opportunity (EO), Equal Employment (EEO), and Sexual Assault Prevention and Response (SAPR) activities.
Serves as Directorate subject matter expert for budget execution, business process improvement, physical security, communications security (COMSEC), operational security (OPSEC), and security clearance processes.

- Position is designated critical-sensitive. Incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance. A non-disclosure agreement must be signed.
- This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing
- The employee may be required to work uncommon tour of duty hours including evenings, weekends, and/or holidays.
- May occasionally be required to work irregular duty hours to include overtime and/or emergency overtime.
- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
- Position may be recalled to duty.
- A Bachelors Degree with a concentration in Communications, Social Science, or other related fields is desired.
- Higher level studies such as a Masters degree or Ph.D. is highly preferred with previous work experience in the federal government is a desirable.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes (1) applying strategic planning processes in order to develop short and long range planning guidance; (2) assessing programs or projects to make recommendations that improve efficiency or effectiveness of processes and/or administrative/management support operations; (3) planning work schedules in a manner that promotes effective use of organizational resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of a wide range of principles, practices, and quantitative and qualitative evaluative techniques used in program analysis to identify, evaluate, resolve, and present issues or problems to isolate discrepancies or identify trends that impact organizational mission objectives both operationally and strategically.
2. Knowledge of analytical and evaluative methods and techniques as well as measurement of data to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of program operations to include adapting or developing new or modified methods.
3. Knowledge of and skill in designing and conducting comprehensive studies, and developing solutions to broad operational and contingency areas. Skill in gathering, evaluating, and interpreting data sufficient to arrive at valid, supportable conclusions and to offer meaningful recommendations.
4. Knowledge of the missions, roles, functions, organizational structures, relationships, and operational planning objectives of Air Force and DoD organizations.
5. Skill in planning and independently managing short and long-term projects and to cultivate and sustain positive working relationships to project completion.
6. Ability to communicate effectively with tact and diplomacy to advocate command positions and build successful cross-functional teams; to logically and effectively explain programs, functions, and activities and gain understanding of the organization's efforts.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
