The primary purpose of this position is to conduct studies/analyses of limited scope and/or assist in comprehensive administrative and organizational studies/analyses of organizations, functions, and work processes and provide basic management consultant capabilities to improve mission effectiveness, administrative efficiency, and resource savings.

- Under DODI 1035.01_DAFI 36-816, Telework Program, a civilian employee's telework arrangement may be terminated at the discretion of the supervisor or at the
employee's request
- May be required to perform Battle Roster functions during Exercise and Real World events
- Battle Roster functions may include, but are not limited to, Joint Personnel Operation Cell, Contingency Command Center, Future Operations Center, Joint Enabling Capability, and other tasks as assigned

Work requires flexibility, ability to work in a team environment, self-motivation and follow-through, ensuring completion of assignments from start to finish.
Incumbent must have expert knowledge of the Microsoft Suite of products to include Excel, Word, PowerPoint, Excel and Publisher.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes (1) knowledge of Air Force programs, structure and activities, and higher headquarters requirements to identify potential problem areas/issues and the ability to address problems head-on and assist in the development of solutions to minimize potential disruption of office operations; (2) knowledge of administrative regulations, practices, and procedure to carry out assigned administrative functions; (3) knowledge of office automation software, including word processing, graphics, metrics/charts, spreadsheets, database applications, and other systems as specified by the organization; (4) ability to clearly and concisely communicate orally and in writing to obtain and provide information related to organizational, administrative, and procedural matters.

EDUCATION: A master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of fundamental Federal Personnel Security, Government Travel Card, Time and Attendance, Civilian and Military Awards, Administrative and On-boarding principles, policies, practices, methods, and analytical techniques.
2. Knowledge of Security processes sufficient to manage civilian, military, and contractor security clearances, visitor requests and the relation to on-boarding and out-processing of personnel.
3. Skill in applying basic principles, provisions, laws, regulations, practices, and techniques of security, administrative, government travel card and personnel matters.
4. Ability to independently assess, gather and analyze facts, draw conclusions and follow-up when additional information is required.
5. Ability to communicate information clearly, orally and in writing.
6. Ability to work with multiple levels of personnel within a four star command.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

ACTIVE DUTY SERVICE MEMBERS: The VOW Act requires federal agencies to treat an eligible active duty service member as a veteran, disabled veteran, and preference eligible (as applicable) when applying for civil service positions before the effective release or discharge date. Appointment of military members before the release or discharge date is permissible if the member is on terminal leave. At the time the active duty member applies for a civil position, he or she must submit a "certification" memo in lieu of a DD-Form 214,
Certificate of Release or Discharge from Active Duty. Active duty members applying for a civil service position without submitting a valid certification memo or DD-Form 214 with their application will render the member ineligible for the position. The certification memo must originate from the member's military service branch on official letterhead and contain the following:
- Name/Rank/Grade of Service Member
- Branch of Armed Forces
- Dates of Active Service (Start and End Date(s)
- Expected Date of Discharge/Release from Active Duty
- Terminal leave start date (if applicable)
- Expected character of service (honorable or general) and type of separation (i.e. separation or retirement)
