About the Position:
This position is located with U.S. Army Garrison, Carlisle Barracks, Directorate of Human Resources (DHR) Military Personnel Service Division, Carlisle, Pennsylvania.
This is a full time, permanent position.
Duties
Serves as the primary source on the rules, regulations, and directives regarding ID Cards/ Defense Enrollment Eligibility Reporting System (DEERS)/ Real-Time Automated Personnel Identification System (RAPIDS) procedures.
Responsible for daily work completion and ensure the contracted employee is completing the requirements in accordance with regulations and guidelines.
Generates the Common Access Card (CAC) for eligible military, civilian, retired civilians and contractors.
Serves as a Local Registration Authority (LRA).
Responsible for the training of new employees that will work in the section.
Responds to a variety of written, telephonic and e-mail inquiries pertaining to eligibility and required documentation for issuance of CAC?s, ID Cards and enrollment in DEERS.
Ensures that all necessary clearances and access to the DEERS system is completed and advises the supervisor when problems arise.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent to obtain and maintain a Secret Security Clearance.
- This position requires the incumbent to be able to type a minimum of 40 Words Per Minute.

Specialized Experience required at the GS-06:
To qualify based on your experience, your resume must clearly describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as: 1) Utilize office automation equipment to generate/issue the Common Access Card (CAC). 2) Screen customers to verify identity and eligibility as a card recipient. 3) Advise personnel on rules, regulations, and directives regarding ID Cards/DEERS/RAPIDS procedures, and 4) Generate required reports for the supervisor and the DEERS Project office on a weekly basis.
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05).
Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-05).
