The Administrative Officer of the Day (AOD) works in the Health Administration Service (HAS) at the Fargo VA HCS (FVAHCS) and reports directly to the Supervisor, Member Services. The employee is responsible for representing the FVAHCS and the Manager, Health Administration Service on all administrative matters during the Weekend, Holiday, Evening and Night (WHEN) hours.
Duties
The VA Midwest Health Care Network advocates for a Whole Health System of care in each of the Medical Centers. As an employee operating in a Whole Health System of care, you will operate in a model with three core elements, seeking to create a personalized health plan for each Veteran. Major Duties listed but not limited to:
Serves as the principle representative of the FVAHCS Director and other administrative and Health Administration staff during WHEN hours
Interacts with patients, visitors, staff, students and volunteers in a courteous, helpful and compassionate manner
Provides information and assistance in order to facilitate effective and efficient operations
Interprets VA rules and regulations relating to determining legal entitlement to benefits relating to enrollment in the VA health care system, hospital admissions, Community Living Center, non-VA care, and outpatient care
Determines benefits for dental treatment, patient transfers, and beneficiary travel, and Veteran death details
Provides administrative authority, guidance for advice to the Medical Officer of the Day (MOD) and all other clinical staff concerning administrative matters necessary for operation of the FVHCS during WHEN hours
Directly intervenes when problems regarding patient activity occurs, advising clinical staff of appropriate administrative action
Observes evaluates and coordinates administrative activities within the Office of Information & Technology (OI&T), Engineering, Laboratory, Radiology, Nursing, Environmental Management personnel and others
Prepares gains and losses report and all other related statistical reports
Work Schedule: Monday - Friday, Rotating Schedules to fit need of position- Day Shift 6:00am - 6:00pm or 6:00pm- 6:00am. May include some weekends or holidays. (work hours may be further discussed during interview)

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/03/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-06. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
GS-07 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: Proficient in Business Office computer applications as they apply to the administrative processing of patients, to include use of the Automated Data Processing System, Patient Information management System and scheduling and admissions packages; experience in providing orientation, situational and technical advise to medical and clinical staff regarding administrative operational policy and procedures..

Physical Requirements: The work requires minimal physical effort bus is primarily conducted in an office setting. Physical activities may include things such as standing, walking, bending, sitting, talking on the telephone and/or typing. Some lifting of objects such as suitcases, cases of paper, etc. will be required but generally no more than 50 pounds.
