This position is the Management and Program Analyst (Project Management) position located in the VA Schedule for Rating Disabilities (VASRD) Program Management Office (PMO) of the Veterans Benefits Administration (VBA), Compensation Service (CS), in Washington DC. The incumbent reports to the VASRD Program Operations Chief. The VASRD is responsible for drafting/implementing amendments to 38 CFR Part 4.
Duties
Specific duties include:
Applies Veterans' benefits laws and regulations that pertain to CS benefit programs. Monitors programs and activities related to disability benefits and services provided to Veterans, their dependents, or beneficiaries. Works in close cooperation with other elements of VBA in relation to Veterans' benefits.
Formulates and recommends instructions, directives, guidelines, policies, plans or procedures to administer or carry out functions, which support delivery of benefits and services to Veterans.
Studies program operations, new legislation, automated systems, management initiatives, and the operation of interacting programs and organizations to assist in the development of new and modified policies.
Participates in special projects devoted to supporting policy analysis and updates. Manages multiple projects or programs concurrently where effort involves coordination among multiple resources, other divisions, or agents outside of the organization.
Undertakes long and short-term research. Studies program activities within CS to support the organization's business goals and objectives. Serves as an advisor to the supervisor on issues regarding technical, regulatory, procedural, and operational aspects of the CS programs.
Creates appropriate and accurate integrated master schedules (IMS) and other scheduling products that can support regulatory and other leadership decisions.
Performs all functions related to project management. Appropriately and timely tracks project progression and adjusts schedule accordingly.
Provides technical suggestions and data-driven recommendations to peers and leadership and may be VBA's representative for VA-wide project management-related initiatives.
Creates deliverables (e.g., integrated master schedules, quad charts, concurrence dashboards, status reports, tick-tock plans, etc.). Utilizes appropriate project management applications (Microsoft Project, Work Breakdown Structure (WBS), etc.) necessary for accurate and detailed project management.
Obtains and/or maintains project management certification (Project Management Professional (PMP), Federal Acquisition Certification for Program and Project Managers (FAC-P/PM), etc.).
Earn the minimum number of professional development units (PDUs), continuous learning points (CLPs), or other continuous learning credit within the appropriate timeframe to obtain and maintain project management certification.
Implements policy changes and applies change management principles and practices. Assists in information distribution to internal and external stakeholders.
Ensures updates to policy and procedural guidance are implemented in VA business systems, tools, calculators, letters, and forms, as well as other program functionality in support of business goals and objectives.
Skilled in establishing and maintaining effective working relationships with individuals and groups interested in or affected by the program.
Ability to respond to challenges or criticisms from workgroup members and stakeholders in a manner that promotes collaboration.
Prepares and provides oral presentations to various audiences within CS, VBA senior leadership, department level executives, and outside agencies.
Develops PowerPoint presentations covering highlights of new material and providing practical applications and examples.
Writes comprehensive, accurate, clear, and comprehensible documents and emails.
Researches issues, writes white papers (options papers, position papers, etc.), and responds, in writing, to internal and external stakeholder inquiries in a comprehensive, accurate, clear, and comprehensible manner, while adhering to accepted standards of formatting and style, spelling, grammar, punctuation, etc.
Prepares all necessary administrative materials, correspondences, and justifications detailing reasons for decisions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/19/2023.
TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.
NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A).
To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade.
For a GS-13 position you must have served 52 weeks at the GS-12 level.
MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below:

Specialized Experience: The applicant must document the following:
Knowledge and/or experience writing and publishing federal regulations;
Knowledge and/or experience researching federal statutes, regulations, court decisions, policies and procedures pertaining to the adjudication of Veterans' claims for Compensation or related benefits;
Knowledge and/or experience adjudicating Veterans' claims for disability compensation or related benefits;
Knowledge and/or experience with VA Compensation Service policymaking; and
Ability to train and review work of others while maintaining effective work relationships; possess expert oral and written communication skills.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience.
Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week.
Physical Requirements: Work is primarily sedentary but involves use of a personal computer so a degree of manual dexterity and visual acuity sufficient to use these tools is required. Occasional standing, bending, walking, and stooping are also necessary. Some slight physical effort is required in that incumbent lifts and carries reference books, files, and similar items. No special physical demands are required.
