The Program Specialist Work closely with Pharmacy leadership, staff, vendors, visitors, and patients as needed to provide information and assistance to facilitate effective and efficient operation of the Pharmacy Service.

Duties

Identifies gaps in data availability surrounding operational and clinical workload, cost efficiency, pharmacoeconomic impacts, and drug utilization. Utilizes high ?level skills in BISL, VSSC, VISTA, CPRS, Pyramid Analytics and Excel to develop reports Design, submission, and on-going maintenance of all face to face, telephone, and VA telehealth clinic profiles for the Pharmacy Service ( ~ 200 profiles). Completes audits for Pharmacy clinics and grids and has full authority to take corrective actions and report results to the Chief of Pharmacy. Implements clinic profile management initiatives under the direction of the Administrative Officer in collaboration with the Group Practice Management office (GPM). Has complete oversight and coordination of all Pharmacy consults (medication management, Pharmacy supply, prior authorization drug reviews, e-consults). Independently provides daily instructions and directions directly to providers by actively monitoring and evaluating consults status, age, and content of the consult via national database, VISN, and local management tools (VISTA, CPRS, Consult Toolbox 2.0, BISL) to ensure adherence to consult business rules (requirements to receive, schedule, and complete). Independently designs and requests builds on new consults that are needed for the service and management of team lists for consult responses. Maximize reimbursement for encounterable workload by independently analyzing daily reports from HAS regarding open encounters and unsigned notes/medication orders and develops/implements solutions to resolve all issues. Independently assesses grid structure across the entire service to determine if ICEP (improving capacity, efficiency, and productivity) standards and metrics are being met. Independently reviews population management dashboards that identify Veterans not achieving disease state goals (such as diabetes, hypertension, smoking cessation, heart failure, COPD), assesses identified patients for appropriateness (analyzing patient-specific clinical data,medication utilization data, and information obtained from the electronic chart) for pharmacy medication management appointments, and ensures patient is appropriately scheduled into a pharmacy clinic based on review of clinic availability. Collaborates with the Group Practice Managers (GPM), PCMM Coordinator(s), Director's Office, Primary Care Leadership, Pharmacy Patient Aligned Care Team (PACT) Program Manager, Associate Chiefs of Pharmacy, and the Clinical Pharmacy Supervisor to continuously evaluate and document data in the PCMM (Patient Centered Management Module) database for the Pharmacy Service. Daily, utilizes VISTA, local BISL reports, and national databases to determine pending prescriptions greater than 2 days old, current outpatient pharmacy queue numbers by locations, pending clinic orders, pending drug accountability data, active prescriptions with dose-dispenseunit discrepancy, and prescriptions queued without being printed to identify any concerning issues or trends across corporate Orlando. Once identified, has the authority to propose solutions and implement developed strategies to rectify any identified patient care issues. Independently performs gap analysis for new or updated directives/handbooks and policies related to area of assignment. Upon completion, notifies the Chief of Pharmacy of identified gaps, and coordinates with subject matter experts (SMEs) within the service to implement action items to fill any gaps. Takes corrective action, including updating local pharmacy policies or standard operating procedures to align with VHA Directive/Handbook compliance and incorporation, VISN policy, local medical center policy and standard operation procedure. Serves as a subject matter expert and provides education, trouble shooting, and oversight in the use of SimplifiRx. Independently prepares a comprehensive monthly bill of all charges for VA Pharmacy Services provided to the Daytona and Lake Baldwin State Veterans' Nursing Homes for medications, supplies and personnel costs for the Chief of Pharmacy and provides this bill to the Fiscal Service after final approval by Chief of Pharmacy Independently reconciles monthly B09 invoicing for final review by the Chief of Pharmacy Independently completes quarterly invoice audit for submission to facility Fiscal auditor Work Schedule: MONDAY-FRIDAY, 8:00AM - 4:30PM Virtual: This is not a virtual position. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/02/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-9 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Present or compose reports/memos to share the information or outcomes obtained to high level recipients such as the Pharmacy Chiefs, other Service Chiefs, or the Pentad.
