The purpose of the position is to perform administrative functions that include office support, communication services, document control, logistics, contract officer responsibility, budgeting oversight, and a variety of related administrative matters. Incumbent independently performs assignments to support the Mental Health Integrating Clinical Community (MH ICC) as outlined below, and as assigned by and in collaboration with the Administrative Officer or Associate Chief of Staff.
Duties
Duties include, but are not limited to:
Timekeeping:
Serves the primary timekeeper for assigned areas. This includes maintaining time and attendance records, ensures accuracy, timeliness, and compliance with timekeeping policy and procedures. He/She will use the designated time and attendance software to carry out the timekeeping duties. The PSA must exude a high level of competency of various rules, policies, directives, and laws governing pay and leave administration for staff across multiple ICCs and staff of different classifications i.e. Title 38, Title 38 Hybrid, and Title 5, with majority of timekeeping being for Nursing Services and comprised of Title 38 and Title 38 Hybrid employees. The Program Support Assistant will serve as a liaison to supervisors and managers regarding timekeeping questions and timekeeping completion.
Contract Officer Representative:
Serves as MH ICC Contracting Officer's Representative (COR) for 2-3 contracts and as back up for supervisor for additional contracts if needed. COR duties involve obtaining/maintaining required training, writing portions of contracts including: Statement of Work; Quality Assurance Surveillance Plan; performing gap analysis; writing the Interim Request Memo for Director signature; Independent Government Cost Estimate Memo; Health Care Resources Approval Memo; Conflict of Interest documents; Acquisition Team Memo; Confidentiality Agreements; Market Research, and other required forms and documents. Incumbent maintains document file on each contract, liaises between Contracting Officer and contractor, coordinates schedules for medical sharing contracts, onboarding for incoming contract providers, tracks contract budget and hours, disputes payment irregularity, and provides quarterly assessments to VISN 23 National Contract Officer. Incumbent offers contract support to CBOC Managers in contract documentation, expenditures, and other contracting needs.
Program Support:
RECORDS MANAGEMENT: Participates in the Freedom of Information Act, Health Insurance Portability and Accountability Act, the Privacy Act requests, Congressional, County Veteran Service Officer, and Veteran/Family inquiries/complaints. Organizes and manages extensive internal controls such as, records management, publications and forms management, and guidelines for MHSL, and timesheets as needed. Monitors, generates reports, and inputs data into education/Training Management System (TMS).
DATA COMPILIATION/ANALYIS: This position requires skills in compilation of data and applying analytical and evaluative techniques to transform data into usable information through various data sets, such as VA databases, including TMS, CUSS, Compass, VSSC, and the Cost Summary Tool. This is done by identification, consideration, and recommendation of resolution to PC/SM SL leadership.
PURCHASING: Acts as point of contact and purchasing authority for MH ICC; providing explanation of requirements, regulations, and purchasing procedures. Ensures the overall supplies, equipment orders are placed, and services of the MH ICC are ordered/met in a timely manner. Conducts annual SL inventory for Fargo location.
POLICY MAINTINENCE: Provides general oversight of policies for the MH ICC (updates, ensuring deadlines are met, correspondence control, etc). Participates in discussions regarding new/proposed policy changes for the potential impact on MH ICC staffing, budget, and other processes and programs, as needed.
PROGRAM SUPPORT: Schedules appointments and meetings and/or coordinates meetings, workgroups, or committees, including room scheduling, VTEL, as assigned. Prepares meeting minutes and correspondences, and makes the administrative arrangements as required (room requirements, subject matter materials, travel, etc.). He/She prepares travel requests/CME authorizations and facilitates the travel process to include review of documents for accuracy and completion. Serves as TMS Liaison for service line and pulls reports, as requested. Coordinates new provider orientation schedules for incoming staff and coordinates schedule with trainers
ADPAC: The incumbent serves as an Automated Data Processing Application Coordinator (ADPAC) and has shared responsibility for the management of user access, training, and troubleshooting. This includes serving as a point of contact and a resource to provide necessary technical information to facilitate the best use of computer software and hardware. The ADPAC is responsible for managing and providing user training and frontline support for Veterans Integrated and Systems Technology Architecture applications and PC applications

Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-05 in the normal line of progression for the occupation in the organization. The specialized experience for this position is defined as: performing administrative functions that include office support, communication services, document control, logistics, contract officer responsibility, budgeting oversight, and a variety of related administrative matters.
Preferred Experience: Office/Clerical experience and familiarity with Microsoft office software.

Physical Requirements: The work is largely sedentary. It does require moving packages of approximately 20 lbs. on a daily basis. The work involves the normal risk and discomforts of an office setting in a health care environment. Occasionally requires carrying of light objects such as files, books, and papers and some walking, standing, and bending. No special physical qualifications are required, other than typing/keyboarding skills.
