Duties
Performs work related to the collection, organization and/or tracking of information in support of the organizations Controlled Restricted Areas (CRAs).
Oversee and validate processes for the verification and issuance of permanent/temporary badging in compliance with established policies.
Responsible for monitoring the status of all Area 300-Compound issued badges for expiration and or revoked access and maintains verification documentation on all badged employees.
Controls appropriate databases related to an employee?s suitability from a wide variety of sources, i.e., WinPak, EZLobby and Defense Information System for Security (DISS).
Responsible for developing and maintaining branch SOPs, and training requirements to support organizational initiatives.
Present training/briefings for supervisors, managers, and employees related to various aspects of the Access and Protection responsibilities.
Develops plans and implementation activities of emergency policies and procedures in accordance with applicable regulations.
Organizes and conducts RTI?s mobilization exercises, Continuity of Operations exercises involving relocation.
Serve as the Antiterrorism/Force Protection Officer in support of the Area 300 compound and partner organizations.
Participates as an organizational representative with the US Army Garrison emergency drills and readiness exercises. Prepares directives covering RTI participation in such exercises.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent must be able to obtain and maintain a TS/SCI security clearance/access. A Single Scope Background Investigation is required for TS/SCI access and must be completed prior to hiring and periodically thereafter.
- Personnel must pass drug screening prior to hiring and will be subject to periodic and random drug testing, thereafter, in accordance with AR 600-85 and Department of Defense Directive 2010.9.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 10% of the time.
- Subject to frequent unscheduled overtime on short notice(i.e., less than 15 minutes notice).

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Positions in Support of the STRL Mission (STRL-Direct Support) to recruit and appoint qualified candidates to positions in the competitive service.

One year of specialized experience which includes 1) Knowledge and extensive experience in applying the concepts, principles and practices of emergency management; 2)Demonstrated skill in written and verbal communications to explain/defend status of project; draft and edit technical reports, policy documents, plans and SOPs; ability to convey complex subject matter to senior leaders; to negotiate effectively with management; and to present recommendations where the proposals involve substantial agency resources, requires extensive changes in established procedures, or may conflict with the desires of the activity; 3)Skill in the analysis and interpretation of legislation, policy, plans, executive orders and other governing documents to identify potential risks and emergency-related impacts on the Directorate; to provide guidance and advice; to identify deficiencies while monitoring programs or operations; to effectively coordinate activities; and to provide recommendations for improvements and enhancements to programs. 4) Knowledge of the structure and functional responsibilities of Federal Departments and Agencies as they relate to emergency management, homeland security, and continuity of operations; 5) Ability to work in high-tempo operations with minimal supervision.
