The incumbent serves as Assistant Chief, Health Administration Service (HAS) at the Orlando VA Medical Center, Orlando, Florida, with primary responsibility in assisting the Chief in overall supervision and management of the Health Administration Service which is a very complex service which includes over 190 FTEE.
Duties
Duties include but, are not limited to:
Performs in a manner that promotes quality health care, outstanding customer service, and maintenance of an environment committed to serving the Veteran.
Manages the operations within HAS, which includes staffing, budgeting, procuring and training.
Develops long- and short-range goals and plans for HAS, which includes identifying needs and potential issues in operation of the service.
Develops and manages the strategic plan for HAS.
Manages personnel management issues within HAS, such as recommending action on hiring, promotions, selections, awards and disciplinary actions.
Investigates employee complaints and implements or recommends appropriate action.
Assures performance standards are in place and deadlines are met for employee appraisals and competencies.
Coordinates the Electronic Waiting List management which affects the Advanced Clinic Access initiatives.
Coordinates section activities with other services and units within the medical center, clinics, CBOCs, and local community.
Creates and actively promotes a culturally diverse work force which embraces the values and needs of all individuals.

Utilizes resources in an appropriate and cost effective manner.
Responsible for full authority of fund control points for the Health Administration Service.
Assures employees receive appropriate training; establishes an annual training program, career development programs and compliance to annual performance measures.
Alternate Approval Official and complies with all the acquisition regulations, both Federal, VA and local to include 8A, small business, Javis Wagner O'Day Act, and mandatory sources.
Performs other duties as assigned.
Supervisory Statement: A one year supervisory probation period may be required for this position.
Work Schedule: Monday to Friday, 8:00 am to 4:30 pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/27/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: broad functions and processes in automated data processes, administrative and technical functions in patient processing, statistical validation and budgetary issues; interpreting legislative or national policy changes and formulating policies and procedures to ensure compliance.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: Work involves duties which as performed in an office setting in which also requires considerable walking throughout the hospital. Involves extensive use of computer/keyboard. Work may also involve some overnight travel. Work involves everyday risk, which require normal safety precautions typical of hospital with psychiatric patients. It also involves exposure to contagious diseases. Staff will be located in geographically dispersed locations.
