This position is part of the IBC HRD Personnel and Payroll Systems Division, Office of the Secretary of Interior. The incumbent will be responsible for program management support for the Personnel and Payroll Systems Division (PPSD).

Duties

Performs budget planning, cost analysis, and revenue and expenditure tracking and reporting. Manages procurements and contracts. Responsible for Information Technology certification and accreditation oversight; including documentation maintenance and security related activities. Oversees quality assurance and corrective and preventive action activities, and acts as the internal and external audit liaison. Oversees system administration for internal change management software applications, and functional analysis, design, and testing. Conducts the contingency and continuity planning for the division and manages varied special projects.

Qualifications

At the GS-14 level, you must meet the following qualification: One year of specialized experience equivalent to at least the GS-13 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience in performing or providing oversight of audit, budget/cost analysis/revenue and expenditure tracking, contingency and continuity planning, contracting/procurement management, change management, documentation/records management, project management, quality assurance, and information technology security. Only experience obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
