This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
Rock Island is located in the southwest corner of Quad Cities in western Illinois on the Mississippi River, 165 miles west of Chicago and between Minneapolis and St. Louis, sitting on 946 acres between the cities Davenport and Rock Island. It is one of the largest weapons manufacturing arsenals.
Duties
Perform duties associated with a Senior Information Technology (IT) Specialist in the formulation of policy, development of plans, performing customer support functions.
Provide policy and business process direction and advice in support of the organizations mission and programs.
Work with functional analysts and other Information Technology Specialists and participates on the operational team.
Respond to inquiries from serviced organizations utilizing knowledge and expertise in Chemical Biological Defense (CBD) Program.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- One year trial/probationary period may be required.
- You will be required to provide proof of U.S. Citizenship.
- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level in the Acquisition Career Field Foundational Level I within 36 months of entrance on duty.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the
duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 25% of the time.
- This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
- This is a Term position scheduled to last 6 years.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

Basic Requirement for Information Technology Specialist (Customer Support):
Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate.
For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled.

Specialized Experience: One year of specialized experience equivalent to the GS-12 grade level in the Federal service which includes work that involves: 1) developing and presenting related IT plans, policy and procedures in the form of written and oral presentations to associates, management, and customers; 2) advising team leader/ supervisor relative to the adequacy of vendor hardware, software and services; 3) documenting customer interaction and compile accurate reports; 4) assisting customers by phone and in-person, and providing recommendations to them and other team members in a timely manner based on organizational goals; AND 5) acquiring a thorough knowledge of existing and emerging business applications, other IT software and hardware, financial management and acquisition policy and practices.
