The primary purpose of this position is: To act as subject matter expert and action officer in the JNWC Joint Force Support Division supporting operational joint warfighting customers.
Duties
Action officer and liaison in the JNWC Warfighter Support Division to a Combatant Command (CCMD) joint warfighting organization customers for issues related to Navigation Warfare (NAVWAR) training, exercises, Tactics, Techniques and Procedures (TTPs), and current operations and operational planning for NAVWAR across the Electromagnetic Spectrum (EMS), Space Operations, Cyber Operations domains and DoD Support to Civil Authorities (DSCA) mission areas.
Leads or manages projects to provide NAVWAR analysis and solution options to operational planners for real-time, near real time, and future operational requirements.
Provides reach back NAVWAR subject matter expert support to joint operational warfighting customers.
Prepares and presents briefings and papers on NAVWAR matters and topics of interest to operational and professional audiences.

- Work may occasionally require travel away from the normal duty station in performance of temporary duty assignment (TDY) to include travelling on military or commercial aircraft.
- Basic understanding of the GPS system, satellite navigation and PNT applications to warfighting, range operations and procedures, and military exercise planning and procedures are highly desirable.

Position is designated special-sensitive and requires a TOP SECRET (TS) security clearance with eligibility for access to Sensitive Compartmented Information (SCI) other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Program (SAP) to fully perform the duties and responsibilities of the position. A nondisclosure agreement must be signed.
This position has been designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. Therefore, incumbent is required to: (a) refrain from the use of illegal drugs and misuse of prescription medication, and (b) if requested, submit to urinalysis testing on short notice. Incumbent must pass initial and may be selected for random drug testing. May be subject to reasonable suspicion testing and safety mishap or accident testing.
Incumbent is subject to uncommon tour of duty hours to include proficiency shifts, rotating shifts, nights, weekends, and holidays on an infrequent basis. Extended shift work (12 hours), and off-duty hours on-call, particularly during Command exercises, special events, and emergencies.
A Bachelor's degree or work toward a bachelor's degree in Aerospace Engineering, Aeronautics, Political Science, International Relations, or other related concentrations is highly desired, but may be offset by equivalent work experience. Three to five years of experience in similar duties is highly desirable.
This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. IAW, DoDI 3020-42, Defense Continuity Programs.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Management and Program Analysis Series, 0343.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expert knowledge of analytical and evaluative methods plus a thorough understanding of how regulatory or enforcement programs are administered to select and apply appropriate program evaluation and measurement techniques in determining the extent of compliance with rules and regulations issued by the agency, or in measuring and evaluating program accomplishments. This may include evaluating the content of new or modified legislation for projected impact upon agency's programs or resources.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Mastery of the specialized knowledge of Navigation Warfare and Positioning, Navigation and Timing as it relates to warfighting.
Knowledge of PNT and NAVWAR applications to warfighting with basic understanding of NAVWAR EA, ES, & EP as it applies to warfighting to include understanding of test ranges, test platforms, simulator facilities, and various hardware, hardware-in-the-loop, and software modeling and simulation facilities and capabilities as they apply to developing NAVWAR solutions for the Warfighter..
Expert managerial knowledge to solve novel or obscure problems to develop and maintain responsive NAVWAR methods and techniques, and to develop new approaches in solving a wide variety of NAVWAR problems.
Ability to participate in study teams; originate new ideas, projects, and methodologies; and execute projects and/or studies within established financial and/or time constraints.
Ability to plan, organize, direct, and lead the functions and staff of a branch and/or study team tasked to originate new ideas, projects, and methodologies.
Ability to communicate effectively both orally and in writing; negotiate complex and/or sensitive issues; and maintain good working relations.
Knowledge of Department of Defense structure and operations, with emphasis on CCMD structure and theater operations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
