You will serve as an IT Specialist (Security) for the Small Business Administration (SBA), Office of Disaster Recovery and Resilience (ODR&R), Shuttered Venue Operators Grant Division in Washington, District of Columbia. The employee works under the direction of the Deputy Director of Information Technology and is considered a subject matter expert regarding the information technology (IT) security program for ODR&R primarily supporting the Shuttered Venue Operators Grant Division (SVOG).

Duties

The employee works under the direction of the Deputy Director of Information Technology and is considered a subject matter expert regarding the information technology (IT) security program for DR&R primarily supporting the Shuttered Venue Operators Grant Division (SVOG). As an IT Specialist (Security) at the GS-2210-13 for Shuttered Venue Operators Grant Division (SVOG), some of your typical work assignments may include: Planning, designing studies, leading IT security in coordination, and performance of a range of technical oversight work with other IT and security experts both within and outside the DR&R/SVOG, including contracted work. Planning, scheduling, and carrying out system and network security efforts for the Shuttered Venue Operators Grant Division (SVOG). Facilitating a wide range of information system vulnerabilities and protection concepts and practices that the employee uses to review, audit, analyze, and resolve difficult and complex security problems. Serving as an expert and catalyst in IT security management practices and applying IT security principles, concepts, and methods to a variety of operating systems and computing environments. Preparing, recommending, and administering policies which protect DR&R/SVOG from sabotage, terrorism and criminal activity directed towards its sensitive systems. Ensuring all DR&R/SVOG elements are in compliances with regulations and guidelines concerning risk management, access, authentication and authorization, and contingency planning. Ensuring the implementation of the goals and objectives for the segment(s) or function(s) of the IT security system program. IMPORTANT NOTES: Salary will be determined based on location position is filled. The Term Appointment does not confer competitive status, reinstatement rights, or eligibility for non-competitive conversion to a permanent job to the individual(s) selected. You may be promoted or reassigned to another term position within SBA's Office of Disaster Assistance; however, you may not be non-competitively appointed to another Federal position. You will be given an initial Term Appointment lasting more than 1 year, but not more than 4 years. If all other conditions of employment are met, this appointment may be extended, up to a total of four (4) years in increments determined by SBA. Mandatory Overtime: In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required while on assignment (up to seven days a week and twelve to fourteen hours a day). Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. If qualifying based on related unpaid (e.g. volunteer service) experience, you must provide hours worked per week and beginning/ending dates (mm/yyyy to mm/yyyy). Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement:GS-13: Must have held grade GS-12 for 52 weeks You must meet all qualification requirements by the closing date of this announcement. You may qualify based on experience. Experience: To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated "Ineligible" for that grade level. Specialized Experience: GS-13: To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-12 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following: Understanding and experience working with NIST security framework, FISMA, and other policies, standards, guidelines and regulations governing information technology and cybersecurity. For all positions, individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem-Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
