This position is located in Transmission Structural and Civil Engineering (TELD) organization of Transmission Line & Civil Works Engineering (TEL), Transmission & Technical Services (TE), Bonneville Power Administration (BPA).
A successful candidate in the Engineering Technician (Civil) position will serve as a Senior Civil Engineering Technician providing technical guidance for a wide range of technical engineering assignments.
Duties
As a Civil Engineering Technician, you will:
Participate in design creation and review for complex projects.
Consult and collaborate with engineering staff and other personnel to provide technical input and recommendations.
Review rough sketches, drawings, standards, technical specifications, and other engineering data to validate that they conform to design concepts.
Research, evaluate, provide technical input, draft revisions, present options, and develop or assist in the development of applicable standards and technical specifications.
Review and evaluate proposed construction documents, and engineering designs to ensure constructability and compliance with relevant standards and requirements.
Analyze and interpret design intent and construction requirements to coordinate and prepare detailed design drawings, and contract award documents for approval.
Track and schedule various civil and structural engineering projects.
Organize and plans project tasks, schedules, deliverables, and budgets.
Works with proposal teams to develop cost estimates and project plans.
Prepare and develop Statements of Work, project manuals, government estimates, and supporting contract award documentation.
Coordinate permits, additional engineering and construction support contracts, inspection, safety, and environment needs.
Perform Contracting Officers Representative (COR) duties for civil and structural engineering and construction projects.
Act as the primary liaison for vendor (supplier) submitted deliverables for civil and structural projects.
Qualifications
SPECIALIZED EXPERIENCE REQUIREMENTS
A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-11) in the Federal service. Specialized experience for this position is defined as experience in techniques, principles, and policies to 1) participate in project management activities such as preparation of proposed plans, milestones, and schedules; and 2) provide oversight in the preparation and execution of budgets, financial control, or related contractor efforts to carry out various engineering projects.

Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
