Qualifications
GS-12: You qualify for the GS-12 level (starting salary $94,199) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: overseeing various radar and air surveillance detection systems, ensuring appropriate liaison working relationships with other entities to enhance the effectiveness of the air detection systems; participating, setting up and operating a portable radar scope and electronic detection system; overseeing and monitoring air traffic utilizing a remote integrated display, interpreting and utilizing sophisticated, computer radar data on a real time basis.
GS-13: You qualify for the GS-13 level (starting salary $112,015) if you possess one year of specialized experience equivalent to the GS-12 level performing duties such as: overseeing various radar and air surveillance detection systems, ensuring appropriate liaison working relationships with other entities to enhance the effectiveness of the air detection systems; participating, setting up and operating a portable radar scope and electronic detection system; overseeing and monitoring air traffic utilizing a remote integrated display, interpreting and utilizing sophisticated, computer radar data on a real time basis.

The Office of Personnel Management (OPM), Individual Occupational Requirements (IORs) for the Airway Transport Systems Specialist, 2101 series are as follows:
Education
Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position.

Experience
General Experience (for GS-5 positions): Experience that provided a general knowledge and under-standing of traffic or transportation programs or operations.
Specialized Experience (for positions above GS-5): Experience that demonstrated a knowledge of the transportation function(s) of the position to be filled.

Selective Placement Factor: In addition to the minimum qualifications described above, you must meet the following requirement(s) to be considered qualified for the position:
Applicant must have experience in the interpretation of radar and other surveillance data in order to detect and track airborne vehicles of interest.
Applicant must have demonstrated experience in receiving airborne surveillance information from multiple sources, evaluating that information, and disseminating it to appropriate users.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current competitive service employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility.
