This position is in Veterans Benefits Administration (VBA), Medical Disability Examination Office (MDEO). The Lead Management Analyst reports to the Chief of Systems/IT who reports to the Assistant Director of Data and Operations. The Lead is the SME and is responsible for coaching and facilitating a staff of management analysts to solve work problems and participate in the work of the team by communicating assignment, milestones, and deadlines to the team based on the supervisor's instructions.

Duties

Specific duties include: Leads a team applying a wide range of quantitative and qualitative techniques to collect, analyze, disseminate, and present large amounts of data. Coaches the team in data mining, statistical modeling, statistical sampling and performance evaluation to improve efficiency and create new business models. Refines, verifies, and validates data integrity produced by the team; which involves information system infrastructure and data governance. Consults with Division Chief and articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or research/programmatic issues under review and deadline and time frames for completion. Coach the team in the selection and application of appropriate problem-solving methods and techniques, provide advice on work methods, practices and procedures, and assist the team and/or individual members in identifying the parameters of a viable solution. Provides strategic direction for the team, leading and mentoring team members. Working with MDEO budget team, prepares and maintains necessary budget justifications and tracking documentation. Estimates and reports on expected time of completion of work, and maintains records of work accomplishments and time expended and prepares production/activity reports as requested. Maintains a current knowledge and can complete the required work and respond to questions of other employees on procedures, policies, directives, etc. and obtain needed information or decisions from supervisor on problems that come up. Works with supervisor to train, arrange, or identify training of team members to accomplish tasks or projects, and provide or arrange for specific administrative or technical training necessary for the accomplishment of individual and team tasks. Informs employees of available employee benefits, services and work-related activities. Formulates operational policy and program recommendations including coordinating and developing official positions on assigned program including developing program requirements, preparing papers and briefing materials, and collaborating with the Board, OIG, GAO, VSOs, OFO, VBA business lines and staff offices, other stakeholders as necessary; represents the MDEO, VBA and department at meetings and conferences. Provide expert guidance and assistance in support of the development of long-range program and operations plans. Prepares timely, relevant reports, papers, talking points, briefing books, memos, letters, proposals, and background papers, including Congressionally mandated reports for the Secretary, Deputy Secretary, Deputy Under Secretary, and others as directed. Serves as a liaison with other VBA business lines, VA internal and external stakeholders and coordinates close operation in the administration of program resources and/or other program and management problems. Participates in senior-level management meetings to aid in the development of program initiatives and solutions. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/21/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements. To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). The grade may have been in any occupation, but must have been held in the Federal service. You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience and/or education as described below: GS-14 Grade Level: Specialized Experience: Applicants must have one (1) year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Specialized experience is defined as, but not limited to, experience with Program and Data Management, Computer Language and Analyzation, Data Mining and Statistical Modeling, processing Veteran disability compensation claims and/or supervisory roles (e.g. Assistant Veterans Service Manager, Chief, Coach, Veteran Service Representative, Senior Veterans Service Representative, Rating Veteran Service Representative, Decision Review Officer). Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: Work is primarily sendentary.
