This position is located in NPS Regional Office Serving Interior Regions 6,7 and 8, in the Facilities and Lands Directorate Division. This is a temporary promotion not to exceed 1 year, and can be extended up to 5 years. This temporary promotion may be made permanent without further competition.

Duties

The employee serves as the regional Major Construction Program Manager in the National Park Service (NPS), Intermountain Region, Directorate of Facilities and Lands. The program supports parks in the management, maintenance, repair and construction of park facilities, including buildings, utilities, trails, roads and other physical assets. The position oversees the implementation of the Great American Outdoors Act (GAOA) programs, Line Item Construction and other large-scale capital investment programs and coordinates with parks, other regional programs, the Denver Service Center, and the Washington office. The employee manages an interdisciplinary staff providing program management, project development and execution, and technical assistance from multiple offices across the region. The Division provides professional engineering, architecture, landscape architecture, and project management capability, as well as transportation and asset management expertise and support.

Qualifications

All qualifications must be met by the closing date of this announcement-07/24/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience. To qualify for this position at the GS-14 grade level, you must possess all of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This specialized experience includes activities such as: supervising professional and administrative staff in the disciplines of engineering, architecture, landscape architecture, and other facility specialists; managing a infrastructure program, including developing maintenance projects; monitoring or managing design and construction operations performed by staff or contractors, including reviewing project plans and specifications, informing foremen or contractors of construction and reporting requirements, and supervising operations for conformance with project plans; managing large capital funding programs similar to as Federal Lands Transportation Program, Line Item Construction, Repair/Rehab, and others. You must include hours per week worked. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
