Duties
The HCO, Strategy, Policy and Internal Operations Center is seeking an experienced professional to serve as a Management and Program Analyst responsible for analyzing and visualizing human capital data, evaluating policies, programs and procedures, and providing recommendations for improving the efficiency and effectiveness of Human Capital operations. Specifically, the incumbent:
Develops criteria and leads and/or monitors the studies, reviews and/or program evaluations related to HCO program operations and processes. Identifies and develops process improvements; instructions and/or guidance through coordination with subject matter experts; and monitors progress towards meeting program objectives.
Builds and maintains human capital metrics and data visualizations using dashboards and other business intelligence tools in order to develop solutions to complex issues and determine the potential impact on human capital programs, operations and activities. Accesses, leverages, and assists with visualizing sensitive human capital management data and makes associated recommendations for program or process improvements.
Identifies techniques and develops guidance on methods for improving business and management practices for application to operating and administrative programs. Identifies best practices in productivity and organizational and program improvement, and recommends options and alternatives for implementation within HCO program, technical, and/or administrative operations. Collaborates with stakeholders to develop plans to support the implementation of recommendations.
Utilizes various automated systems and associated modules and tools such as National Finance Center (NFC), HR Connect, USA Staffing, and Statistical Analysis System (SAS) to develop, interpret and analyze data extracts and reports. Results of analysis are used to support recommendations that contribute to decision making; aid in the development or modification of program objectives and resource utilization; and improve the performance of operating programs.
Collaborates with key staff and managers to review internal processes and procedures and makes recommendations for improvement to promote efficiency and cost-effectiveness. Develops and uses organizational analysis processes to align activities, core processes and resources to support the accomplishment of desired outcomes. Analyzes customer needs and identifies ways to resolve or address issues, which directly affect the accomplishment of principal program goals and objectives. Works with stakeholders to develop plans that align activities, core processes and resources to accomplish desired results.
As required, serves as project manager on a variety of special projects that may cross organizational lines and involve all aspects of project planning and management. Leads matrix initiatives, integrating the work of staff members from various disciplines.
Qualifications
You must have at least one year (52 weeks) of specialized experience at the next lower band or level equivalent to the GS-13 level in the federal service. Specialized experience for this position is defined as:
- demonstrated experience independently developing and conducting organizational studies;
- extensive experience applying business intelligence/analytics tools for data visualization and process improvement (e.g. Power BI, Tableau, SAS); and compiling and presenting a variety of data;
- expert knowledge of and experience applying qualitative and quantitative techniques and evaluation methods to analyze, evaluate, and improve the efficiency of operations relating to HR programs and the delivery of services; and
- proposing and recommending changes and strategies for more efficient and effective HR programs / operations.
