This position is located at Bureau of the Fiscal Service, Deputy AC Collections & Deposits Group, Revenue & Remittance Management Division, Specialty Lockbox Branch. As a Financial Programs Specialist, you will lead Fiscal Service's programs that move funds for the efficient operation of the U.S. Government.
Duties
As a Financial Programs Specialist, you will:
Provide advice and guidance to FS program areas to build, maintain, enhance and operate collection channels, gateways, and programs.
Work with Federal agency customers to establish and improve working relationships and provide guidance, resolve problems, and perform duties associated with a central service provider.
Interpret and assess the impact of new and revised legislation, regulations, executive orders, OMB guidelines and directives, and standards issued from other authoritative sources (i.e., NACHA, GAO). Develop recommendations based on the assessment for Revenue Collections Management revenue collection channels, gateways, and programs.
Provide technical guidance to conduct especially complex financial program analyses. Plan the scope and course of analyses and reviews, and develop recommendations to correct weaknesses and/or initiate enhancements. Conceive new approaches to existing programs and develops solutions to controversial problems.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service that is directly related to the position as listed in this announcement and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position is assisting with analysis of financial programs to provide recommendations to internal and/or external customers.
Examples of this experience could include:
- Providing analysis and advice that requires communication and presentation skills to a team and management
- Working with project budgets, spreadsheets, reconciliation of expense or cost analyses.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-13, you must have been at the GS-12 level for 52 weeks.
