You will serve as a RECONSTRUCTION AND ANALYSIS SPECIALIST in the RECONSTRUCTION AND ANALYSIS DIVISION, ASW TRAINING AND ASSESSMENT DEPARTMENT of UNDERSEA WARFIGHTING DEV CTR DET SAN DIEGO.
Duties
You will reconstruct command directed antisubmarine warfare (ASW) experience and world operations.
You will provide feedback about ASW Tactical Assessment System (ATAS) performance and capabilities to aid in system improvements and future priorities.
You will analyze command directed ASW exercises and real world operations using ATAS, Microsoft Excel, PowerPoint, and other tools/software to provide feedback to improve Fleet training and performance.
You will prepare reconstruction and analysis (R and A) products to support the UWDC training/assessment team.
You will research, identify, and recommend resources for task execution and completion and participate in the analysis of integrated ASW performance.
You will utilize personal ASW knowledge and military experience to provide insight and analysis of unit and crew performance, procedures, and tactics executed during missions.
You will provide analytical and technical support to other projects involving ASW training, tactical/operational documentation, military system design, and other efforts requiring military expertise in undersea warfare operations.
You will establish ASW data collection requirements for exercise and operational participants.
You will draft data collection requirement messages (DCRs).
You will coordinate data collection and communicate with participating unit to answer question and provide assistance with data submission.
You will prepare and present data collection briefings and training and write and update project documentation including system procedures.
Requirements

- You will be required to obtain and maintain a U.S. Passport.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- You will be required to obtain and maintain an interim and/or final security clearance with SCI prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- The applicant must also be able to obtain and maintain eligibility for Sensitive Compartmented Information (SCI) for continued employment and is subject to Polygraph Testing.

Qualifications
To qualify for the RECONSTRUCTION AND ANALYSIS SPECIALIST GS-0301-12, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience using qualitative and quantitative analytical methods and techniques for reconstruction and analysis (R&A) of antisubmarine warfare (ASW) exercises and operations.
Experience in using analytical skills to develop conclusions and pertinent post-exercise recommendations.
Experience in researching problems and issues.
Experience in the application of experienced judgment in problem solving.
Experience in problem solving and applying analytical and evaluative methods and techniques to identify and resolve issues.
Experience using Microsoft Excel, Power Point and the ASW Tactical Assessment System (ATAS).
Experience using data collection systems used during training and assessment events.
Experience converting various source data format types into ATAS compatible formats.
Experience and significant understanding of USN organizations/operations.
Extensive military experience in ASW.
Experience and In-depth knowledge of undersea warfare and ASW operations.
Experience with Navy ASW programs, missions, and functions, and the principles, methods, and processes involved in supporting ASW operations.
Experience and detailed knowledge of military rank structure, customs, and courtesies.
Experience using effective oral and written communication skills to prepare and present briefs summarizing results, metrics, and conclusions.
Experience and coordinating and collaboration work as a member of a team.
Experience in establishing and maintaining effective relationships with team members and personnel in external organizations.
