These positions are located in the BLM Oregon State Office, NW Oregon District in Salem, OR; and Springfield, OR. The selectee(s) for these positions will be responsible for conducting professional Geographic Information System (GIS) work in the areas of geospatial analysis, information acquisition and management, program management/coordination, and geospatial policy and planning.
Duties
The selectee(s) for this position will serve as an advanced Geographic Information Systems (GIS) Specialist to office managers and resources staff. The position is in direct support of the Cascades Field Office and the Siuslaw Field Office BLM's multiple use mission.
Major duties include, but are not limited to:
Defining data need parameters for geospatial projects and/or assignments; solving multi-faceted geospatial and GIS issues; calculating/analyzing cumulative impacts of various environmental factors e.g., Threatened and Endangered Species); and conducting 3D/spatial analysis and geospatial modeling to measure and predict the various outcomes of environmental impacts.
Translating raw land-based data into code; identifying interrelationships within data and applying layers of geographic data to produce spatial analysis and derivative maps to promote effective and economical management of natural resources; and reconciling coding errors to resolve technical problems.
Designing, developing, and managing geospatial databases, including conversion of digital data in various formats, and the conversion of thematic source maps from analog to digital form through the use of appropriate hardware/software; developing/implementing quality control/assurance guidelines for geospatial data projects; providing technical user support for geospatial data and software; and assisting in the development of statewide standards and applications.
Developing/maintaining effective working relationships with internal/external stakeholders to encourage/facilitate cooperative management strategies; coordinating data capture/analysis projects; coordinating/implementing geospatial applications and incorporating GIS resource data into local planning documents and processes and identifying/scheduling geospatial hardware/software processing needs.
Developing local plans for required upgrades; representing the organization at management and professional conferences or other events to exchange information, present technical and policy information, and advance advocacy for public lands stewardship; participating on interdisciplinary teams to promote/implement an integrated training program for basic/complex skills in the use of geospatial software, data acquisition, retrieval and analysis; preparing contract specifications; and serving as a Contracting Officer Representative (COR).
Assisting in the integration of Enterprise GIS with long- and short-term planning and management activities; and recommending changes to localized procedures and methods.

Qualifications
In order to qualify you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.
Specialized Experience: Have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Designing/implementing solutions to solve geospatial and Geographic Information Systems (GIS) issues; (2) Providing highly technical user support or advice for geospatial data and software; (3) Collaborating with others to lead, develop, and/or implement geospatial applications; and (4) Assisting with geospatial long- and short-term planning and management activities.

Education: Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., in a field that demonstrates the knowledge, skills, and abilities in related disciplines to conduct the work of this position.

Combination of Education/Experience: Have an equivalent combination of specialized experience and graduate level education described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify).
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
