These positions are located in the Northwest Oregon District, in Salem, OR and Springfield, OR. The Assistant Field Manager (AFM) provides direction in all phases of BLM programs, work responsibilities and authorities. This position provides supervision, leadership and guidance to many permanent and seasonal staff. The AFM assists the Field Manager by providing motivation, direction and decisions required to implement and carry out multiple use and ecosystem and resource management.

Duties

Salaries: Salem: $93,543 - $121,601 Springfield: $86,962 - $113,047 As an Assistant Field Manager in this position, you will: Be authorized to sign for the Field Manager at any time within the limits of the Field Manager's delegated authority. Serve as consultant, coach, and supporter for employees while collectively solving problems and carrying out organizational goals. Create strong mutual respect within and between teams. In collaboration with employees, develop plans and work schedules by setting priorities and developing schedules for completion of planned work. Monitor work to ensure team members complete their tasks effectively and efficiently. Facilitate work by maintaining good working relationships and by coordinating with other internal and external customers on goals, priorities, organizational needs and achievements. Constantly adjust operations under the pressure of continuously changing and unpredictable conditions. Solve problems between teams and individual team members through encouraging use of conflict resolution techniques. Resolve conflicting resource demands between teams and staff members and obtains necessary resources for teams to produce on time quality products. Assign work on priorities and capabilities of employees, reviewing work for adequacy and accuracy, policy and regulatory compliance, and application. Pass on guidance and instructions to employees. Devise and maintain record keeping systems to provide required information for production and reporting, evaluation, etc. Recommend procedural, organizational, equipment, etc., and changes to increase accuracy and productivity.

  • You cannot hold an active real estate license, nor can you have an interest or hold stocks in firms with interest in Federal Lands.
  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying: Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Executing administrative duties for subordinate employees, such as work assignment distribution and team building efforts. (2) Developing or maintaining programs for conservation, protection, and management of natural and cultural resources. (3) Conducting collaborative actions to identify/resolve conflicts. (4) Coordinating and/or interacting with Federal, State and local government officials, local interest groups, and the public to raise awareness of resource management activities. (5) Presenting information orally to internal and external stakeholders. Note: Your resume must support your response, or you may be found ineligible. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
