Duties
As a Fire Management Specialist (Planning) your duties will include but are not limited to the following:
Serves as program manager with regional oversight, management, and use of computer systems for multi-state interagency fire management planning, budgeting and evaluating the effectiveness of alternative fire management strategies to meet land management goals and objectives. The positions primary focus will be on fuels management.
Provides programmatic authoritative leadership and technical support to the Regional Fire Management Coordinators, the zone fire management officers, the refuge staff and the other planners throughout the region, ensuring regional/unit spatial and non-spatial data is adequate, appropriate and accurate, reviewing field unit budgetary plans and compiling a single budgetary request.
The Fire Management Specialist (Planning) resolves problems in the regions, on individual field units, and between agencies and states including the U.S. Forest Service, Bureau of Land Management, Bureau of Indian Affairs, National Park Service, and state, county and local governments.
As fire program planning lead the Fire Management Specialist (Planning) is the technical expert and regional spokesperson for fire planning and management, program budget management, and program evaluation processes, and be able to respond to system questions from National and Regional office staff groups, and the Regional Office Management team.
Coordinates and provides strategic fire management planning geospatial information technology, geodatabase structure and standards technical expertise.
Provides Fire Management Information Systems, Incident Qualifications and Certification System, and Weather Information Management System and fire planning training, consultation and technical problem resolution to regional fire staff and field personnel responsible for ensuring the safety of their staff and overall programs. their use and management.
Establishes and maintains cooperative relations with public and private groups, State and local governmental groups, and other Federal agencies. Additionally may support private land work by coordinating with the US Fish & Wildlife Services (USFWS) Partners program.
May provide support to field stations by writing and reviewing Prescribed fire, or controlled (RX) burn plans, supporting RX fire and suppression efforts on USFWS lands and supports partnerships throughout the region. Also supports the field by conducting fire program reviews at the local and regional level to ensure safe operations.

Qualifications
Prior experience in wild land firefighting is required in order to carry out the duties of this position. You will not be considered for this position if you do not have prior wild land firefighting experience.
This is a secondary-administrative firefighter position under the special retirement provisions of 5 U.S. C. 8336 (c) (CSRS) and 5 U. S. C. 8412 (d) (FERS). PLEASE NOTE: Applicants may meet qualification requirements but may not be eligible for special retirement coverage. If such an applicant is selected, they will be placed in the regular retirement system.
Only experience and education obtained by 07/28/2023 will be considered.
In order to qualify for this position, you must possess both the Basic Requirement and Minimum Qualification.
GS-401 Series Educational Requirements:
Degree: major in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. A photocopy of official or unofficial transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position.
OR
You must have an appropriate combination of education and experience that included course work equivalent to a major (i.e., 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS, appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four-year course of study with a major as described above. A photocopy of official or unofficial transcripts MUST be (uploaded) submitted, by the closing date, to document educational accomplishments to receive consideration for this position.
You may qualify at the GS-12 level, if you fulfill the following minimum qualification requirement:
One year of specialized experience comparable in scope and responsibility equivalent to grade GS-11 in the Federal service. Experience includes applying knowledge and experience in fire suppression strategy, tactics, fire behavior, fuel models, fire, incident command systems, and firefighting tools and equipment to safety lead and execute fire line suppression operations. Previous on-the-line wildland firefighting experience is a requirement of this position.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Education
PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.
PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.
GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
