This position is part of the TX J1, and is located on Camp Mabry in Austin, Camp Mabry, Texas. The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the State, and oversees the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Personnel Systems, or the Personnel Services Section. Texas is one of 9 states with NO state income tax.

Duties

As a HUMAN RESOURCES SPECIALIST (MILITARY) (Title 32) with the Texas Army National Guard, your duties will include, but will not be limited to: Serves as a technical assistant and provides a range of officer specialized human resources administrative actions. Provides interpretation and routine consultation and ensures compliance with various Texas Military Department (TMD) policies, procedures, guidelines, and applicable federal and state laws. Responsible for researching, preparing, reviewing and maintain officer NGB 22 and DD 214 request through the TRANSPROC Twin Engines or manually as properly mandated. Responsible and oversees the direction of IPPS-A, RCAS, IPERMs, ETRACKER. Accomplishes and oversees the accomplishment of technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR) full time Technician, or civilian. Participates in Soldier Readiness Processing (SRP) and unit mobilizations and de-mobilizations. Communicating with policy and actions team members on processes and procedures for loading accessions to NGB tracker for Fed Rec. Responsible for maintaining proper communication with Officer Strength Management (OSM) regarding State and Federal OCS accession. Gathers/completes required documents, including necessary waivers, gains signatures, and uploads for Fed Rec (to NGB) as well as IPERM supporting documents for all newly accessed officers. Once Fed Rec complete, perform hire transactions in IPPS-A. Maintains track of all OCS actions via Teams tracker. Ensure all actions requiring federal recognition are proper/correct for submission to NGB IAW regulation. Participates and prepares weekly quality assurance quality control (QAQC) to ensure data integrity and quality of production. Routinely consults with the team and ensures compliance with various Texas Military Department policies, procedures, guidelines, and applicable federal and state laws and provides and participates in problem resolution. Responsible for monitoring daily and updating actions submitted and completed on PAR tracker. Conducts periodic briefings for staff and administrative personnel to promote full understanding of all aspects of the assigned program. Provides supervisors, and MILPO staff with a variety of statistical data or reports pertaining to military HR issues to assist in HR management decisions. Responds to correspondence (general, other agency, congressional, etc.) regarding military personnel issues. Researches, prepares response, and maintains action file. As required, forwards responses for review and/or responses for the OPM leadership. Participates as requested/tasked in various state missions and trainings, including providing personnel to assist with JRSOIs/demobilizations and briefers for RNCO Course, CBT Course, BN OIC Course, etc. Provides products and training resources for the organization. Participates on various OPTs as required. Answers leadership RFIs by providing data and analysis. Performs other duties as assigned. Qualifications

To be considered for qualification, your resume must include relevant experience with beginning and ending dates of employment/experience reflecting the following: Specialized Experience Required To qualify at the GS-09 level, you must have at least 12 months of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
