This position serves as a Supervisory Personnel Security Specialist, work assigned is of a very confidential, complex and highly sensitive nature. Performs the security-related functions in support of a Network Personnel Suitability and Credentialing Program within a Shared Services Unit, and assures that all appointees have the appropriate level of security/suitability clearance commensurate with their assignment.
Duties
MAJOR DUTIES AND RESPONSIBILITIES (non-supervisory - 75%)VA's Personnel Security and Suitability Program:
Performs High Risk, moderate and low risk adjudications in cases of facility upper management and Network office personnel and/or subordinate organizations as applicable.
Provides expert advice to subordinate organizations when servicing affiliates, clinical trainees on time limit appointments, contractors, and without compensation employees.
Assists managers as needed of Personal Identification Cards (PIV) Card Issuing (PCI)managers to ensure uniformity in the interpretation of Homeland Security Presidential Directive 12 (HSPD-12) and the issuance and revocation the Personal Identification Card (PIV).
Processes adverse actions as they relate to suitability issues.
Processes agency requests to Pass-Over a Preference Eligible or Object to an Eligible as it relates to Suitability IAW: Title 5 CFR 731.202 or Title 5CFR 315.805.Communicates directly with the Delegated Examining Unit (DEU) and VACO's Personnel Security and Credential Management Office to ensure that all required documentation meets their standards involving Pass-Over Request.
The employee is responsible for personnel security and suitability program.
The employee is responsible for responding to problems or questions involving implementation of personnel security and suitability guidelines at lower levels.
The employee is considered a major authoritative source of personnel security and suitability program knowledge.
The employee composes and prepares publications such as Healthcare System Bulletins and Memoranda which establish the policies and procedures regarding personnel security and suitability programs.
The employee conducts analysis of various personnel security and suitability programs.
The employee develops long range forecasts for personnel security and suitability requirements, develops and implements authoritative personnel security and suitability systems enhancements.
Office of Personnel Management's (OPM) Electronic Questionnaires for Investigations processing (e-QIP) System:
The employee serves as the Network e-QIP administrator providing expert advice to Human Resource personnel responsible for initiating and reviewing background investigations at facilities within the Network.
The employee is responsible for coordination, preparation, and submission of all Service-level, facility, Network, and VACO reports that may be required for OPM's e- QIP System.
Personnel Identify Verification (PIV) Program:
The incumbent is responsible for the PIV Program planning at a major organizational level.
The employee is considered a major authoritative source of the PIV Program and is responsible for interpreting policy originating from higher organizational levels, developing local policy and implementing instructions, providing authoritative interpretations.
The employee composes and prepares publications such as Healthcare System Bulletins and Memoranda which establish the policies and procedures regarding the PIV Program.
SUPERVISORY DUTIES AND RESPONSIBILITIES 25%
Plans and directs staffing section operations.
Recommends/makes selections for subordinate nonsupervisory work/group leaders and other staff members.
Recommends awards or bonuses for nonsupervisory personnel and recommends changes to work assignments.
Counsels subordinates, develops performance standards, and rates staff.
Schedules vacations and approves leave of subordinates.
The incumbent oversees the daily operation of the unit and ensures that agency policies and priorities are being followed.
The incumbent gives advice, counsel, and instruction to employees on both work and administrative matters.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/26/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience overseeing Personnel Security operations to ensure compliance with security policies, programs, and operating instructions; Experience in reviewing completed investigation reports, make appropriate evaluations, including writing formal letters regarding the issuance, suspension, denial, or revocation of Homeland Security Presidential Directive 12 (HSPD-12) compliant credentialing, suitability, fitness and eligibility to occupy a national security position security clearances; Experience in utilizing personnel security data management systems and resources to ensure regulatory compliance.

Physical Requirements: The work is sedentary and is usually accomplished while the employee is comfortably seated at a desk or table. However, some walking and standing may occur in the course of a normal workday in connection with travel to, and attendance at, meetings andconferences away from the primary work site. Incumbent may be required to bend, lift, carry personnel security equipment such as laptops, scanners, etc. long distances at affiliate organizations. Must be able to lift 20-30 lbs. No special physical effort other than lifting/carrying of equipment is required to perform the work.
