You will serve as a HUMAN RESOURCES SPECIALIST in the Human Capital Strategy & Integration Department of STRATEGIC SYSTEMS PROGRAMS.

Duties

You will develop detailed plans (long-range and/or without precedent) to manage Human Resources (HR) merit system principles that attract, develop, manage, and retain a highly quality and diverse workforce. You will analyze, advise on, and recommend solutions to major personnel problems in all phases of assigned personnel management programs with anticipated impact. You will serve as a representative for negotiations, discussions, special project teams, and formal/informal advisory forums to present, defend, and negotiate management positions of considerable importance. You will develop and manage information from automated HR databases and provide for the most efficient and effective automated systems approaches. You will present major/complex HR ideas and options to a wide range of audiences in areas that are marked by uncertainty because of continuing program changes, technological developments, and conflicting requirements. You will serve as a program and/or project manager, responsible for developing project plans, timelines, milestones, project charters, and other project management artifacts and coordinates the involvement of other stakeholders as necessary.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-3 pay band or GS-13 grade level in the Federal service or equivalent experience in the private or public sector analyzing, interpreting, and developing Human Resources regulations, policies, and processes for multiple HR programs such as compensation, recruitment and placement, workforce development, employee engagement, performance management, and/or labor and employee relations to manage and provide advice/guidance on strategic workforce planning.
