This position is within the Strategic Program Management Office (SPMO) in the Program and ProjectManagement (PPM) unit. SPMO is responsible for developing and coordinating the VBA's strategicinitiatives and customer experience efforts for enhanced delivery of services to Veterans. The Supervisory Program Analyst reports to the Assistant Director and serves as the supervisor of their respective operational unit.

Duties

Specific duties include: The Supervisory Program Analyst provides administrative and direct supervision to a staff of analysts and oversees the daily operation of the unit; ensures agency policies and priorities are being followed; develops performance standards; and evaluates day-to-day work performance of subordinates. Gives advice and instruction to employees on work and administrative matters. Hears, mediates, and resolves minor complaints from employees; anticipates and takes steps to prevent counter-productive confrontations; manages and resolves conflicts and disagreements in a constructive manner; refers group grievances and more serious unresolved complaints to the Assistant Director; effects minor disciplinary measures such as warnings and reprimands; and recommends action in more serious cases. Performs personnel tasks including creating performance plans and development plans, processing leave requests and timesheets, and conducting monthly progress reviews. Enables performance management and professional development of employees. Helps employees perform and contribute to SPMO and VBA mission by providing ongoing feedback and by providing growth opportunities through formal and informal methods. Coordinates goals, priorities, staff resources, productivity, quality, and general activities with higher-level management. Provides guidance and makes decisions on work methods, protocols, and procedures. Assesses resource and workload issues and promptly identifies issues requiring outside intervention. Builds and manages workforce based on organizational goals, budget considerations, and staffing needs. Holds self and analysts accountable for measurable high-quality, timely, and efficient results as seen through project outcomes. Interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. Carries out Equal Employment Opportunity policies and program activities. Serves as their operational unit's point of contact for the day to-day activities. Oversees analytical and evaluative work associated with a wide array of program activities. This includes development, analysis, evaluation, and recommendations based on complex data to improve the effectiveness of work methods and procedures, organization, resource utilization, work distribution, delegations of authority, management controls, information and documentation systems, and similar functions of management. Reviews and reconciles information about project statuses and outcomes to communicate with senior leadership. Analyzes and evaluates on a quantitative or qualitative basis, the effectiveness of administrative functions and operations in meeting established goals and objectives. Identifies opportunities for expanding technical capabilities and prioritizes areas for improvement. Remains up-to-date on technological methods and facilitates access to appropriate and helpful technical tools. Confers with staff regarding project requirements and objectives and helps to plan for accomplishment. Remains knowledgeable about status and progress of projects and provides management guidance and direction. Facilitates communication as needed regarding policy matters. Ensures integration and coordination within established timeframes and helps to align with corporate goals and objectives. Leads discussions, meetings, and conference calls with key stakeholders, subject matter and technical personnel, and others as needed to secure and provide information; investigates facts; presents conclusions, recommendations, and alternatives; obtains concurrence; develops alternate courses of action and mutually resolve problems. Advises Senior Leadership of unique conditions and issues which affect program activities, and provides guidance on interpretation and implementation of new and revised policies, regulations, and procedures. Acts as the liaison between staff and senior leadership as needed. Acquisition experience- Responsible for guiding, assisting, and providing expert recommendations to Project Managers and Contracting Officer Representatives in all project lifecycle phases. Budget experience- Determines resource requirements and recommends resource allocations based on priorities and needs. Oversees team activities in multiple areas of budget execution including but not limited to contracts, conferences, payroll, financial transitions such as congressionally mandated committee stipends, travel, and supply purchases. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement:07/24/2023. TIME-IN-GRADE REQUIREMENT: Applicants who are current Federal employees, former Federal employees applying for reinstatement, or a current federal employee applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment must meet time in grade requirements. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. NOTE: This does not apply to Non-Federal Applicants, or applicants applying for consideration under Non-Competitive Authority (i.e.... "30% or more Disability", VRA, and/or Schedule A). To verify your eligibility, you must submit a copy of your most recent Notification of Personnel Action, Standard Form 50 (SF-50). You must provide a copy of your most recent SF-50 that indicates proof of status, and shows Time in Grade (for example, you were a career or career-conditional employee) and identifies your position title, series, grade, step, salary, tenure, and type of service (Competitive or Excepted). If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must also submit your most recent promotion or within-grade increase in addition to your recent SF-50. If you previously held a higher grade, you must also submit any SF-50 showing that grade. DO NOT submit Award SF-50's and/or General Adjustment SF-50's as they cannot be used to prove time-in-grade. For a GS-14 position you must have served 52 weeks at the GS-13 level. MINIMUM QUALIFICATION REQUIREMENT: You may qualify based on your experience as described below: GS-14 Grade Level: Specialized Experience: One year of specialized experience at the next lower grade level GS-13. Specialized experience is defined as work that involves: developing project plans to track, monitor, and control areas (responsibilities, schedules, resources, costs, and risks) related to strategic change management initiatives or objectives in support of mission-critical/enterprise-wide programs; supervising staff and coordinating a full range of personnel management actions; developing relationships with broad/multi-level stakeholders to support strategy development and transformation; and guiding projects to evaluate and solve complex problems related to mission-critical initiatives and program/project management within a program or organization. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Full vs. Part-Time Employment: Full-time employment is considered to be at least 35 hours per week. Part-time experience will be credited on a pro-rated basis; when including part-time employment in your resume you must specify the average hours worked per week. Physical Requirements: The work is sedentary, typically done while sitting comfortably. However, there may be some walking; standing; bending; carrying of light items such as papers or books; or driving a car. No special physical demands are required to perform the work.
